Contract Summary: COVID-19 has had a significant negative impact for the unsheltered homeless population. With the closure and/or reduction of usual services and resources, few options exist for homeless individuals to meet their basic needs with dignity. Homeless Indigenous individuals face even greater barriers and experience extreme vulnerabilities and isolation during this time.


Tsleil-Waututh Nation is partnering with the City of North Vancouver, District of North Vancouver, District of West Vancouver, Lookout Housing & Health Society and Squamish Nation to provide additional temporary services during these challenging times.

Alongside the Indigenous Outreach Worker, the Cultural Support Worker will provide client-centred, trauma-informed, culturally-safe mobile outreach to support unsheltered Indigenous homeless individuals to access services and supports on the North Shore.

The outreach team will actively seeks out individuals in the community who are homeless, assess what they need, and then provides what they need as quickly as possible - both physical supports such as access to basic supplies and services where they are or in close proximity to their location, and a range of emotional, spiritual, social and cultural supports to further their healing journeys towards self-determination and cultural reconnection.


Duties and Responsibilities:


  • Visit and outreach to encampments and other areas where unsheltered homeless individuals have been known to frequent, to offer direct traditionalbased counselling and connection to cultural supports
  • Facilitate talking, teaching and healing circles among the unsheltered Indigenous homeless community
  • Provide opportunity and encouragement for clients to participate in traditional teachings, ceremonies, events, and activities by organizing, coordinating and/or facilitating activities
  • Perform wellness checks to clients by phone and inperson to provide proactive emotional, mental and spiritual support and emergency/crisis intervention as needed
  • Encourage and support clients to make healthy choices and practices through traditionalbased counselling and referrals to other cultural supports that promote health and wellness
  • Provide accompaniment and advocacy support to reduce transportation and other barriers to accessing cultural supports and services
  • Liaise with other professionals and agencies to ensure that clients are receiving culturally relevant and informed wraparound supports and services
  • Build relationships with local community members and businesses to reduce stigma and promote community engagement and education on supporting Indigenous unsheltered homeless individuals
  • Work closely with partner organizations to collaborate, identify gaps and enhance regional supports for Indigenous unsheltered homeless individuals
  • Ensure proper cleaniness, maintenance and operation of the outreach vehicle, including regular cleaning for interior and exterior, following proper COVID safety protocols
  • Maintain proper computerized recordkeeping and produce statistical and written reports as directed
  • Other duties as required

Qualifications:


  • Completion of High School, with a combination of formal education, lived experience, and cultural knowledge/skills that have prepared them to teach and share Indigenous ways of being meaningfully
  • Demonstrates practical knowledge and understanding of traditional and mainstream healing practices relating to emotional, physical, mental and spiritual wellness
  • Models, encourages, and participates in cultural, recreational, and social programs that promote positive, healthy and balanced lifestyles
  • Effective verbal and written communication skills and interpersonal skills, and can communicate openly, honestly, empathetically, effectively and professionally with clients, colleagues and external partner agencies
  • Understand the dynamics related to working with homeless individuals who may have experienced or witnessed abuse, addiction, violence, and continue to experience the impact of residential schools, 60's scoop, and colonization
  • High level of critical and creative thinking, analysis, and problemsolving
  • Ability to work independently and as part of a team
  • Selfmotivated, selfreliant and flexible
  • Valid BC drivers license and First Aid/CPR Certificate
  • Must successfully pass a criminal record check for vulnerable populations
