Description

The Neighbourhood Development Supervisor leads the team responsible for the development and implementation of programs to address the recreational, social, and cultural needs of residents of Sturgeon County.

The role is responsible for management of a program focused on fostering a sense of pride and identity within County communities on a neighbourhood level.

This position works to develop operational and service delivery plans and budgets to support long-term strategic goals.


Job Duties:

Neighbourhood Program Development and Implementation (70%)

Plans and implements Family & Community Supports Services (FCSS), Recreation, and cultural programs.

Manages the planning and execution of community events and activities.


Prepares, in collaboration with others, operational procedures and guidelines, communication plans, and implementation strategies to ensure cost effective program delivery.

Leads the neighbourhood development initiatives and associated grants that build community.

Liaises between Youth Advisory Committee, and County Council.

Develops and implements program goals, objectives, and outcome measurements.

Liaises with other community agencies/organizations regarding related services/initiatives to foster mutual understanding, coordination, and partnerships.

Develops and supports communication, marketing, and promotion of programs.


Ensures that accurate program records are keep for audit purposes and to ensure that financial and provincial audits are completed.

People Leadership (20%)

Creates an open, positive working environment to stimulate open discussion, which includes both in office, remote, or hybrid employees.

Invests time in managing and developing people through career planning and professional development. Provides insightful, motivating, and constructive feedback, coaching, and guidance.

Sets clear expectations, monitors, evaluates, and conduct annual performance reviews.

Sets and delegates work responsibilities and tasks for staff.

Provides rewards and recognition in alignment with the County's policies and procedures.

Follows the HR policies and procedures when address performance or disciplinary or investigations and considerations.

Measures and reports on capacity and diversity to meet current and future needs of County within departmental program areas.

Makes effective recommendations on hiring decisions with Manager within approved roles, working in collaboration with the HR team.

Supervises program staff and oversees work of contractors to maintain a high level of instruction and efficiency.

Other Related Duties (10%)

Participates with the administration and implementation of Emergency Social Services.

Works within budget and prepares financial reporting as required.

Completes other tasks as required.

Adheres to applicable responsibilities and accountabilities as outlined in the Sturgeon County Health and Safety Management System.


Job Requirements:

Post-secondary diploma in a human services, youth, or recreation administration related field.

Applied Suicide Intervention Skills Training (ASIST) and First Aid Training will be required.


A clear Criminal Record (Vulnerable Sector) and Child Intervention Record Check is required (both checks must be renewed every three years).

A class 5 driver's license and comfort with travel within Sturgeon County and the Edmonton region is required.

Well developed written, verbal communication and presentation skills.

Strong planning, organizational and supervisory skills.

Ability to interact effectively in a team environment and demonstrate excellent interpersonal skills.

Ability to work effectively and efficiently on own with little supervision

Knowledgeable on principles of Equity, Diversity, and Inclusion.

Proficiency in Microsoft Office.


Assets/Preferences:

Knowledge of the provincial FCSS program, municipal government and service delivery in a rural environment would be considered assets.
