What you will do in this role:

  • Manage large complex projects related to transportation infrastructure such as Long Term State of Good Repair Strategy for Capital Projects, complex feasibility studies, transportation infrastructure Risk Assessment studies and strategies and redundancy requirements
  • Leads Risk Assessments and Long Term State Good Repair capital plans and strategies, and technical/feasibility studies related to the Region's transportation infrastructure, and conveyance of stormwater within infrastructure in collaboration with staff from road operations, capital works and external agencies leading to the preliminary designs for capital works projects.
  • Leads vulnerability and risk assessment studies of Region's transportation and stormwater systems, including identifying threats to the network; identifying the specific assets that may be impacted by the identified threats and the relative criticality of these assets and determining the likelihood that a threat may materialize.
  • Completes Feasibility studies on transportation assets (roads, structures, stormwater) in support of asset management and program delivery.
  • Develops and maintains a comprehensive collection of lifecycle curves, deterioration curves, for transportation assets based on industry research, studies and Peel specific data
  • Ensures projects are monitored and completed using the Corporate Project Management Methodology (CPMM). Identifies resources/stakeholders and assembles and leads project teams from internal support, internal stakeholders, and external consultants or services, prepares project charters, terms of reference, identifies scope and deliverables of projects
  • Develops and prepares tender documents, RFPs, and/or quote for projects, assembles bid submission evaluation teams
  • Tracks all project financials, progress, negotiates project changes in scope to minimize Peel's financial risk while maintaining the quality and schedule of the project, supervise consultants, develop and execute communication plans with public/council and other key stakeholders, collaborate with approval agencies (MOE, MNR, CA, Utilities, Landowners, DFO,etc.) in the execution of the project
  • Provides comment on secondary plans, official plan amendments, district plans, EA's and servicing plans/studies. Identify and initiates new business requirements to improve current practices and better assess infrastructure needs. Keeps continually educated on emerging technologies and changing regulations.
  • Collaborates extensively with Area Municipalities on all aspects of infrastructure coordination and planning and with external utilities (telephone, gas, hydro, roads, etc)
  • Respond to internal clients and consumer enquiries

What the role requires:


  • Professional Engineer Designation in Ontario required
  • University degree in Civil Engineering 5 years of relevant project management experience
  • Combination of education and experience may be considered
  • Strong technical knowledge of transportation infrastructure and related assets (structures, roads and stormwater)
  • Leadership and project management skills to lead project teams in development of project scope, financials, deliverables and management of consultants
  • Collaboration skills to work with approval agencies and achieve consensus on project components/recommendations
  • Must be able to interpret and understand technical data related to project preliminary design, infrastructure conditions, asset life cycle.

Skills/Abilities:


  • Strong communication (verbal and written) to present project recommendations to senior management, Council, approval agencies and at public information meetings
  • Strong problem solving skills to evaluate stakeholder input with technical feasibility and develop appropriate and cost effective solutions
  • Delegate work distribution among project teams
  • Familiarity with NASSCO PACP Condition Grading System, ArcGIS, Maximo would be considered an asset.
  • Demonstrated working knowledge of CADD and knowledge of general engineering drafting principles
  • Coordinate logistics and develop short and long terms
