    Halifax Regional Municipality is inviting applications for the temporary, full time (up to 12 months) position of Immigration Specialist in the Talent Management division of Human Resources. Should a position become permanent through the business planning process, the successful candidate may be offered the permanent position without a further job competition process, provided the incumbent has met the required performance expectations for the position.

    Reporting to the Manager, Talent Acquisition, the Immigration Specialist is responsible for leading the adjudication of immigration files for newcomer employees who are recruited and/or existing employees for hard to fill positions within all departments of Halifax Regional Municipality (HRM). This position will collaborate with the Diversity & Inclusion team on HRM's immigration strategy and build relationships throughout the organization and communities to ensure newly hired foreign workers are supported with the immigration pathways related to employment.

    DUTIES AND RESPONSIBILITIES:

  • Supports the recruitment strategy for building interest in Halifax Regional Municipality amongst new Canadians and assists in attracting a diverse pool of candidates for hard to fill vacant positions by providing immigration support related to employment.
  • Provides consultation services in respect to applications to foreign workers who are employees through strategizing the preparation of documentation and information required for their immigration application.
  • Acts as the first point of contact with foreign workers and provides updates on any progress on their file and responds to all reasonable requests from and/or on behalf of the foreign worker.
  • Researches, creates, and maintains settlement plans and connects with community partners to ensure support for foreign workers is readily available.
  • Creates and leads immigration training and process documentation for hiring managers, employees on work/study permits or maintained status, the Talent Acquisition team, and internal stakeholders. Ensures employer compliance is maintained.
  • Researches and remains up to date on employment related immigration programs and pathways available in Atlantic Canada.
  • Researches, analyzes and compiles information, statistical data and trends on a variety of immigration matters as directed.
  • Develops key performance indicators and performance measurement processes to report on the success of immigration initiatives or programs. ​​​​​​
  • Applies and completes Labour Market Impact Assessments (LMIA), Atlantic Immigration Program (AIP) applications and provides employer support to human resources team members supporting foreign workers in the completion of the Nova Scotia Nominee Program (NSNP).
  • Engages with other municipalities and external consultants as needed to gather information regarding successful immigration initiatives and actions, as well as lessons learned.
  • May perform other related duties as assigned.
  • QUALIFICATIONS
    Education and Experience:
  • Undergraduate degree/program in Business or Human Resources (or related program) or an equivalent combination of education, training, and experience.
  • Minimum of 3 years' experience in a role supporting immigration
  • Immigration Consultants of Canada Regulatory Council (ICCRC) Membership or current enrolment in completing the ICCRC Program to obtain membership.
  • Experience supporting foreign workers in completing documentation on applications for permanent residency within Canada
  • Ability to travel within the geographical region of HRM as required.
  • Technical / Job Specific Knowledge and Abilities:
  • Demonstrated knowledge of immigration pathways into Canada
  • Strong attention to detail
  • Excellent communication skills and the ability to communicate appropriately at all levels of the organization; this includes written and verbal communications, and presentations.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint), and experience reviewing employee information in a human resource information system (HRIS) such as SAP or SuccessFactors
  • Demonstrated ability to develop and maintain positive working relationships and leveraging these relationships and networks to achieve results
  • Excellent time management and organization skills
  • Ability to analyze and interpret statistical data, monitor quality, and performance indicators
  • Ability to work independently and as part of a team
  • Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

    Please note – Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates, who are selected for testing, may be tested in a group setting, scheduled at the employer's discretion.

    WORK STATUS: Temporary, Full Time

    HOURS OF WORK: Monday to Friday, 8:30am-4:30pm; 35 hours per week *** flex options to work outside of these hours under a hybrid work model may be available

    SALARY: Non Union Level 7, $82,080 - $106,220. Salary will be commensurate with education and years of applicable experience.

    WORK LOCATION: 8th Floor - Purdy's Wharf Tower II, Upper Water Street, Halifax. Some travel between client groups and their work locations will be required and access to reliable transportation is a requirement for the position.
