Join our team with Development & Growth Services as the
Manager Strategic Initiatives, a pivotal role in our newly established service area.


Reporting directly to the Director Strategic Policy & Programs, you will play a key role on a collaborative team, at the forefront of providing strategic advice and support for a range of multi-divisional, and corporate projects.

Your responsibilities will encompass developing and implementing detailed plans, recommending program-specific policies, and overseeing priority projects.


Your leadership skills will shine as you manage, motivate, and train unit staff, fostering effective teamwork, high work standards, and continuous learning.

Day-to-day operations will fall under your purview, ensuring the scheduling, assigning, and reviewing of work is executed seamlessly. Your financial acumen will be crucial in developing, recommending, and administering the annual budget, controlling expenditures within approved limits.

Research into your assigned area will be essential, considering industry developments, corporate policies, legislation, and government initiatives. Non-routine projects related to divisional and corporate strategies will require your keen strategic oversight. You'll be the driving force behind effective project delivery, ensuring cross-corporate alignment and collaboration.

Your role extends to identifying and managing emerging issues, responding to crises/events, and liaising with senior management for coordinated responses.

As a leader, you'll guide various projects affecting the City, ensuring alignment and leading issues management, communications, and oversight.


Your adept project planning will be instrumental as you develop project plans, identify resource needs, and lead staff in reviewing City bylaws, policies, and accountabilities related to the City's response on various matters.

Engaging and managing relationships with internal and external stakeholders will be a crucial aspect of your role, as will your participation in committees and task forces.

As the liaison between key offices and an essential representative of the Office of the DCM - D&G, your responsibilities extend to briefing senior management comprehensively, maintaining continuous knowledge of current corporate issues, and acting as the Director's designate at crucial meetings.

Key Qualifications:


  • Extensive experience in managing complex issues, with a high level of ability to influence and negotiate outcomes and achieve consensus among parties having different objectives with a broad spectrum of diverse stakeholders, while balancing political, community and public interests.
  • Extensive experience making critical and strategic decisions, demonstrating innovation and results oriented leadership, fiscal accountability, and strong customer service orientation.
  • Considerable experience in compiling facts and information from various sources and developing resolution focused actions.
  • Considerable experience planning, developing, coordinating, and writing a broad range of materials including reports, correspondence, briefing notes, decks and strategic documents for senior management that include strategic advice and recommendations.
  • Considerable experience working with executives, senior management teams and key stakeholders including divisional partners, diverse community groups and their representatives to meet service objectives, as well as divisional and organizational objectives.
  • Experience leading, motivating, coaching, developing teams and building effective relationships internally and externally. Ability to mediate and resolve conflicts within an environment that promotes and fosters teamwork.
  • Postsecondary education in a professional discipline pertinent to the job function or an equivalent combination of relevant training and/or experience.
  • Familiarity with growth related services such as planning, building, or housing an asset.
  • Highly developed interpersonal, human relations, analytical, conflict resolution and problemsolving skills with the ability to interact and communicate effectively at all levels of the organization.
