The Opportunity

Reporting to the General Manager of Corporate Services, this position will work cooperatively with the City's management team and will show diplomacy and tact in dealing with a variety of customers, residents, boards, and elected officials.

The City Clerk is responsible for legislative functions and compliance, including but not limited to, the coordination and preparation of Council and Committee related agenda packages, minutes, City elections, by-elections, Freedom of Information and Privacy (FOIP) requests, census and plebiscites, management of the City's policies and bylaws, oversight of the Subdivision Development Appeal Board (SDAB) and Assessment Review Board (ARB).


Responsibilities:


  • Oversight of the coordination and preparation of Council and Committee related agenda packages, minutes, and associated processes.
  • Attend Council and Committee meetings to manage the agenda, control live streaming and presentations, and provide advice with respect to governance and best practices to Council.
  • Attend all ARB hearings.
  • Provide advice and information with respect to legislation, governance, as well as City agreements, directive, bylaws, and policies.
  • Guide and develop the corporate policy and bylaw review framework while supporting the development of policies and bylaws ensuring policy conflict is minimized while adherence to the Policy framework and compliance with MGA and other legislative requirements.
  • Assist in the development and review of bylaws, policies, and reports in accordance with best practices or legal advice.
  • Responsible to remain current with best practices and to provide research assistance and direction to City departments and Council in a variety of legislative functions.
  • Acts as, or manages Returning Officer for general elections, byelections and or plebiscites to ensure successful planning and execution, ensuring compliance.
  • Conduct municipal census as required.
  • Ensure all Provincial and Federal legislative reporting is adhered to.
  • Oversee the annual citizen at large recruitment for Boards and Committees.
  • Develop and maintain positive relationships with stakeholders, other municipalities, and public entities.
  • Manage the FOIP request process for the City. Coordinate any negotiations, mediations, inquiries, investigations, and audits with the Office of the Information and Privacy Commissioner, and report as required.
  • Highly developed political and organizational sensitivity while modeling the city's core values.
Education, Qualifications, and Work Experience

  • Degree or diploma in Public Administration, Business, Law, or related field combined with 5 years of experience in municipal government. An equivalent combination of education and experience may be considered.
  • Successful completion of the Subdivision Development and Appeal Board (SDAB) and Assessment Review Board (ARB) clerk training.
  • Previous experience and/or training managing FOIP requests.
  • Commission for Oaths Certification.
  • Experience working with iCompass agenda and meeting management software is an asset.
  • Member with the Alberta Municipal Clerks Association is considered an asset.
  • Experience and knowledgeable of Roberts Rules of Order.
Knowledge, Skills, and Abilities

  • Knowledge of pertinent municipal and federal legislation, with extensive experience with policy and bylaw development.
  • Outstanding written and verbal communication skills to establish and maintain effective working relationships with members of the public, Council, and employees.
  • Strong organizational skills, ability to monitor and adjust work plans to accomplish goals.
