As a member of the Buildings and Compliance Team, reporting to the Supervisor, Regional Compliance, the Compliance Officer I (CO I) is primarily responsible for enforcing Municipal Legislation related to improperly placed curbside solid waste and front line compliance in a range of legislation including but not limited to:

  • Taxis and Limousines By-law
  • Parks Bylaw
  • Streets Bylaw Part 1, Section 5 Icicles, Part 2, Section 10 Littering, Section 11 Maintenance of Grass
  • Solid Waste Collection and Disposal Bylaw Part 1
  • Vending Bylaw
  • The CO I also responds to bylaw complaints on both HRM rightofway and private property. The objective is to gain compliance through education, enforcement notifications and if required court proceedings. The COI works closely with other regulatory staff and agencies to ensure compliance. The COI is sworn as a Special Constable under the Police Act.

DUTIES AND RESPONSIBILITIES:


  • Educates and provides information to the public regarding municipal legislation.
  • Interprets and enforces legislation.
  • Issues tickets.
  • Monitors assigned areas of specific concern regarding bylaw complaints and advise of any potential violations or public safety concerns to the appropriate departments.
  • Attends court when subpoenaed.
  • Conducts investigations regarding alleged bylaw violations.
  • Documents appropriate case file information while conducting investigations.
  • Ensures public compliance with municipal bylaws through negotiation, education, issuance of tickets, laying of charges and preparing and serving Orders.
  • Conduct inspections on taxis, limousines and vending vehicles.
  • Issues "Orders" or "Notices" as required by HRM Bylaws.
  • Provides case file information and status updates through oral or written communication.
  • Lays charges before the courts (long form information) or issuance of Summary Offence Tickets (SOT) to individuals who violated legislations.
  • Compiles evidence for the appointed Administrator and/or Municipal Solicitor.
  • Represents HRM as a witness in prosecution proceedings.
  • Liaises with HRM Legal, other business units and individuals related to the enforcement of municipal bylaws.
  • Serves summonses and legal documents.

QUALIFICATIONS

Education and Experience:


  • Grade 12 and a Diploma from an accredited law enforcement or similar program.
  • One (1) year experience working in enforcement of municipal and/or provincial bylaws or regulations
  • Minimum two (2) years' experience delivering face to face customer service that involves deescalation of customer complaints;
  • Minimum of one (1) year experience with database software
  • Another suitable combination of formal education and experience might be considered.

Technical/Job Specific Knowledge and Abilities:


  • Ability to effectively deal promptly with conflict and stressful situations with tact and diplomacy using good judgment.
  • Above average abilities in communications (both orally and written) and interpersonal skills.
  • Ability to make decisions relative to urgency, importance and public scrutiny.
  • Ability to prioritize and coordinate a multitude of tasks and responsibilities.
  • Good observation, problem solving and decision making skills.
  • Ability to maintain confidentiality.
  • Knowledge of standard office software and technology including Microsoft Office Suite, and Hansen or similar systems.
  • Ability to work independently with mínimal supervision.
  • Knowledge of municipal bylaws and Halifax Regional Charter considered an asset.

Security Clearance Requirements:
Applicants may be required to complete an employment security screening check.

WORK STATUS:
One (1) temporary (up to 12 month) full-time position.


HOURS OF WORK:8:30 a.m. to 4:30 p.m., Monday to Friday, 35 hours per week. Based on operational requirements, evening and weekend shifts may be required to meet work demands.


SALARY:
Level 7, $33.08 per hour as per the NSUPE Local 13 Collective Agreement
