POSITION SYNOPSIS AND PURPOSE:


Reporting to the Director of Environmental Services / City Engineer, the Manager of Development and Compliance oversees the development of engineering design drawings for new subdivision development and new site plan development including inspections of construction of new development services for compliance with approved drawings and municipal servicing standards including grading and drainage.

The Manager of Development and Compliance also initiates technical studies and capital projects relating to developments in the City to ensure that appropriate municipal services are provided.

The position performs all duties associated with the function and role of the Quality Management System Representative as outlined in the Drinking Water Quality Management System.

The position also reviews, monitors, and audits departmental operations for compliance with Provincial and approved departmental standards for quality assurance purposes.

The Manager of Development and Compliance also is responsible for the waste management operations of the City of St. Thomas, including all waste collection services and the operations of the St. Thomas Community Recycling Centre.


The Manager of Development and Compliance maintains effective communication with various departments within the City as well as external stakeholders like local developers, provincial ministries, and conservation authorities to ensure a positive working relationship with development in St.

Thomas.


MAJOR RESPONSIBILITIES AND ACCOUNTABILITIES:


Development Review and Administration (45%)

  • Participates, reviews, and approves subdivision servicing approvals and coordinates subsequent construction inspection.
  • Reviews and negotiates development agreements and security requirements of development agreements.
  • Oversees the process of issuance of certificates of substantial completion/assumption of new subdivision services.
  • Completes the engineering review of site plan development and comments on servicing requirements.
  • Assists with the preparation of site plan and subdivision development agreements.
  • Inspects site plan developments for compliance with the approved site plan and recommends release of security deposits.
  • Participates as a member of the City's Site Plan Control (SPC) committee as the alternate of the Director of Environmental Services. Fulfills any roles or positions as required as a member of the SPC Committee.
  • Maintains the City's Design Guidelines Manual and updates annually via consultation with industry experts and changing design criteria.

Capital Projects and Engineering Support related to Development (30%)

  • Initiates studies or projects for developmentrelated improvements for City's infrastructure.
  • Develops Requests for Proposals to engage consultants and participates in the RFP process. Administers the project assignment as the project manager with the consultant after award.
  • Directs and designs the preparation of engineering designs and tender documents for roadworks, sewers, watermains, traffic signals, street lighting, pumping stations, and other municipal infrastructure projects related to development. Seals all professional drawings and documents as outlined by Professional Engineer designation.
  • Provides engineering support and review for other ES service areas.
  • Manages the Ministry of Environment, Parks, and Conservation (MECP) Environmental Compliance Approval (ECA) Transfer of Review program delegated by MECP to the City of St. Thomas as well as any subsequent MECP programs that may take the place of the TOR program.
  • Acts as project manager for major infrastructure projects and oversees all aspects of the project management, contract administration, and coordination of public relations.

Waste Management (10%)

  • Manages the delivery of the solid waste management systems including organics, waste, and recycling through the Waste Management Coordinator.
  • Oversees and manages the operations of the Community Recycling Centre.

DWQMS/Secondary Water Board/Compliance (5%)

  • Performs all duties associated with the role, responsibilities, and authority of the Quality Management System Representative for the operating authority of the St. Thomas Water Distribution System and the St. Thomas Area Secondary Water Supply System.
  • Provides DWQMS services for neighbouring municipalities which has municipal water services connected to the City's water distribution system.
  • Provides compliance review for the implementation of procedures and policies of the City's wastewater collection system.

Other General Functions (10%)

  • Fills in for the Director of Environmental Services in absences.
  • Acts as a member of the City's Emergency Control Group.
  • Laws and recommends to the City Engineer any suggested changes in permit fee structure and/or policies related thereto for consideration by the City Council.
