Role Responsibilities:


Role:


The Program Delivery Unit of the Implementation and Accountability Branch in the Primary Care Division manages Alberta's Primary Care Network (PCN) program.

This involves reviewing program governance; program planning, funding, delivery and management; quality improvement; program accountability frameworks; and performance analysis.

The Unit develops and implements grant agreements with PCNs and reviews and approves all PCN business plans and financial reports ensuring compliance to program policies, processes and standards.


The Policy Analyst leads the registration and funding process for PCNs and provides information to facilitate local business planning and ongoing operations in respect to patient population and enrolment.

The position ensures that on-going operations meet required business goals, and evaluates and monitors the programs to ensure that they are responsive to stakeholder needs.

The position performs program research and policy/statistical analysis in support of business processes and policy options and provides financial management and analytics to support the Unit.


Responsibilities:


  • Review and analysis of key model documents including business plans, annual reports and budgets to highlight achievements, specific outcomes and identify issues related to overall compliance with policy directions or accomplishment of model objectives.
  • Participate as required in primary health care policy cycle projects that contribute to the goal of clear directions, policies and measurable expectations.
  • Coordinate and develop issues papers, correspondence, presentations, briefings and background material for senior management and the Minister.
  • Provide operations process analysis and information support to the Unit respecting the Master Agreement and PCN Grant Agreement and other developmental grants in accordance with accountability provisions set out in those agreements.

Qualifications:


Minimum requirements:

A Diploma in a related field (e.g., Public Administration, Business), plus two years progressively responsible related experience, or University graduation in a related field;


Equivalency

Directly related education or experience considered based on:

  • One year of education for one year of experience; or One year of experience for one year education

Additional Requirements:


  • Experience working with data research and data management
  • Grant management knowledge
  • Demonstrated ability to plan, coordinate and lead projects
  • Strong computer skills, good knowledge of appropriate software and ability to organize data logically (Microsoft Outlook, Word, Excel and Power Point, Visio)
  • Strong knowledge of general accounting principles and interpreting fiscal forecasts, budget submissions, business plans and financial statements
  • Experience in health care system Preparing written materials (briefing notes, reports, memos)The following experience is considered an
    asset:
  • University Degree in a related field
  • Planning/Project management experience
