Reporting to the Manager of W-WW Capital Planning, the W-WW Capital Planning Program Manager is responsible for leading and coordinating activities related to infrastructure planning, including; development of the 10 year capital plan, annual capital forecast, other special projects/studies, and providing input to the W-WW Master Plan, ensuring alignment with the divisional asset management plan and growth pressures.

This role is also responsible for leading either Water or Wastewater pre-project planning/preparation for Requests for Proposal (RFPs), Environmental, Condition and Facility Assessments, which lead to infrastructure project design work.


Education:


  • Postsecondary diploma or degree in Civil Engineering, Business Administration or other related discipline.
  • Postgraduate certificate as a Certified Asset Management Professional or equivalent is preferred.
  • Additional training in any of the following areas: ISO55000 methods/approaches, Reliability Engineering, Accounting/ Finance and Operations Management is preferred.
  • An equivalent combination of education, experience and qualifications may be considered.

Knowledge:


  • Minimum of 8 years of progressive capital planning experience in an industry related environment, including the following areas: strategic capital planning, complex analysis, risk management, capital asset management and planning demand management growth and project management.
  • Experience in water and wastewater delivery, collection systems and treatment is preferred.
  • Knowledge of Water & Wastewater related legislation, standards and regulations.
  • Certified Engineering Technologist (C.E.T.), or equivalent (e.g. C.Tech) in good standing with the Ontario Association of Certified Engineering Technicians and Technologist is preferred.
  • Preferred professional designations: Licensed Professional Engineer (P. Eng), Asset Management Professional and/or Project Management Professional (PMP).

Responsibilities:

Capital Planning - _
_Lead and coordinate the development of a fiscally responsible and technically accurate strategic capital plans for W-WW related infrastructure_
_within assigned sections, to ensure it remains in a state of good repair and supports growth.

_
_(35% of time)_

  • Lead the information gathering and analysis process for all available existing and growthrelated asset information, such as applicable master plans and studies, construction timing and costs, asset condition and life cycle reports, from the assigned sections within W-WW, along with inputs from other departments/divisions (e.g. Planning and Development Services and Transportation Services).
