The purpose of this position is to support the City of Edmonton's protective efforts by providing timely, accurate and meaningful intelligence to guide operations and make insightful decisions.

The goal is to proactively make assessments regarding threats to stakeholders, infrastructure and activities, thereby assisting other partners in effectively conducting their security related duties by taking an informed approach.

With a focus on the City of Edmonton's Cultural Commitments of Safe, Helpful, Accountable, Integrated and Excellent, you will:


  • Collect, process/collate, analyze and disseminate relevant information, credible and actionable intelligence in a timely manner to ensure early detection and identification of humaninduced intentional threats
  • Provide advice and support to support a collaborative proactive response to threats
  • Liaise with public and private sector organizations to gather and exchange security information and intelligence
  • Review, assess, document and forward content to the appropriate authority for further action, if required
  • Research, compile and assess information on humaninduced intentional threats and incidents
  • Proactively identify and analyze potential threats to stakeholders, infrastructure and activities by monitoring information from various sources
  • Share information, assessments or recommendations with management and respective clients and stakeholders
  • Coordinate meetings involving internal and external partners to encourage and facilitate information collection and sharing
  • Consult with various law enforcement agencies and intelligence units (provincial, national and international) to facilitate the exchange of information regarding any suspicious or criminal incidents
  • Conduct background investigations using internal and external technological tools and database systems and provide the information to the appropriate agency for dissemination
  • Identify, document, store and process incidents of suspicious activity, potential terrorist indicators, and human induced intentional threats
  • Monitor and evaluate information, and produce reports for internal and external stakeholders in order to raise awareness and guide operational decisions
  • Other related duties as assigned

Qualifications:


  • A completed Bachelor's Degree from a recognized postsecondary institution in a discipline related to the position, equivalent as described
Or a diploma in security management, law enforcement and/or criminology from a recognized post-secondary institution

  • A Security Management Certificate would be considered an asset
  • Related fields of study may include: political science, psychology, international relations, intelligence studies, strategic studies, criminal justice, law enforcement studies, Science, Technology, Engineering or Mathematics (STEM), or other similar fields
  • A minimum of 5 years related experience in one or more of the following areas: Related experience may include experience in an intelligence or related role, such as: security intelligence, criminal intelligence, military intelligence, national security, special operations, economic or research security, security and defense research, security risk management, or other similar roles
  • Experience and certifications with the following systems and programs:
  • ArcGIS
  • POSSE
  • Tableau (or similar programs like PowerBI)
  • Looker Studio
  • Excel/Sheets
  • CAD/iNetviewer
  • Microsoft SQL Server Management or Oracle SQL Developer
  • Experience in the assessment of geopolitical and/or economicbased national security risks
  • Experience conducting research using open sources
  • Experience developing and sustaining rapportbased networks.
  • Experience participating in multiagency, crossjurisdictional, or joint force operations
  • Technical acumen in relation to emerging technologies and scientific innovation
  • Experience conducting detailed threat assessments and providing security recommendations
  • The ability to develop tailored intelligence products for municipal and law enforcement clients
  • The ability to communicate effectively orally and in writing
  • A general understanding of municipal government structures, practices and territorial responsibilities
  • Knowledge of industry security standards
  • Hire is dependent upon a clear Enhanced Security Clearance that includes a Vulnerable Sector Search satisfactory to the City of Edmonton
