Under the general direction of the Director Transit Fleet, the Business Analyst-Asset Management & Control provides expert advice and support in the operation, maintenance and recapitalization of Metro Transit's fleet consisting of over 400 vehicles comprised of: 30, 40 and 60ft conventional and articulating buses and also cut-away Access-A-Buses.

The department is responsible for the daily maintenance and servicing of a diverse fleet of vehicles, development and execution of a preventative maintenance and warranty program, major component rebuild, transit facility and equipment maintenance as well as transit fleet acquisition and disposal.


The Business Analyst-Asset Management & Control leads Halifax Transit's quality assurance and service improvement initiatives and is responsible for the implementation of re-engineering initiatives that result in quantifiable business improvements.

The Business Analyst-Asset Management & Control will baseline all current processes using the principles and practices of lean six sigma to develop strategies for eliminating waste, reducing defects, and improving customer service.

The scope of the Business Analyst-Asset Management & Control will extend beyond that of Halifax Transit to that of our suppliers and vendors as well as internal service providers so that every effort is made to continuously improve on performance, productivity and service reliability and ensure the organization is receiving value for money.

The Business Analyst-Asset Management & Control will audit internal processes to ensure that changes implemented have been adopted and result in forecast benefits.


This position will be overseeing the quality initiatives associated with the asset management and asset stewardship functions for the department.

This includes responsibility for the implementation, administration and continuous improvement of the Fleet Focus Maintenance Management System as well Automotive Vehicle Locations systems and technologies into the department.

The scope of this work includes but is not limited to:
asset management and administration, preventative maintenance, repair and warranty procedures, revenue recovery, and reporting.


The Business Analyst-Asset Management & Control will monitor the data and results from the system and processes to make high value changes and/or recommendations for that are fully supported by research and benchmarking, cost/benefit analysis and other economic indicators.


The Business Analyst-Asset Management & Control develops key performance indicators for all levels of management and provide monthly reports regarding the business unit's performance against established targets and will be responsible for the tracking and trending of cost data related to services provided by the department.


QUALIFICATIONS:


Education and Experience:


  • University degree in business administration, public administration or Industrial Engineering. A graduate degree in the aforementioned disciplines an asset.
  • An acceptable combination of experience and skills in quality assurance, quality control methodology within a fleet environment, may be considered.
  • Five years of business management experience, including personnel management.
  • General knowledge and some formal training in accounting preferred.
  • Five years' experience in a computerized office environment with proficiencies in current versions MS Office; advanced skills in Excel required.
  • Experience required with following business systems: SAP, GIS, Asset Works (or another asset management system) MS Project, MS Visio and Crystal Reports.
  • Project Management and Lean Six Sigma education or certification highly desirable
  • Education and experience associated with analytical thinking, problem solving and multitasking.
  • Comprehensive knowledge of performance management related to operations management.
  • Knowledge of preventative maintenance, asset management and automotive vehicle location (AVL) practice and procedures.

This position will have access to and/or knowledge of confidential information, therefore, the incumbent will be required to undergo a Criminal Records Check as well as sign a Confidentiality Agreement.

Non-Union NU Level 7 ($75,750 to $104,
