MANAGER, TALENT ACQUISITION


Reporting to the Director, Human Resources, this position has the primary responsibility of providing leadership and expertise as the day-to-day liaison/partner between Human Resources and the rest of the organization for talent acquisition.

Acting in a customer-facing capacity, the role will ensure the recruitment function is strategically aligned with the organization's priorities and will work proactively with managers/partners to address various workforce challenges and opportunities.

This role will provide leadership to the recruitment team (employee and student recruitment) and will have four direct reports.

The Manager will play a pivotal role in advancing best practice talent acquisition and retention strategies, and will lead a transformation to evolve the corresponding processes to support these strategies.


KEY ACTIVITIES & RESPONSIBILITIES

  • Develops consistent and standardized HR processes and approaches that align with the overarching NBRHC People Strategy with a mindset of continuous quality improvement.
  • Ensures compliance regarding regulations and laws affecting human resources management by developing, implementing and continuously evaluating policies and processes and provides employees with information regarding established policies and processes.
  • Works closely with management and employees to ensure departmental and organizational recruitment needs are met.
  • Manages recruitment specific budget and tracks monthly spending against budget.

EDUCATION

  • 57 years of experience in human resources or related discipline, ideally in a health care setting, with demonstrated progressive responsibilities and results in operations. Direct management experience is an asset.
  • Bachelor degree in a related discipline (business administration, human resources, or related field) is preferred. Master's degree is an asset. CHRL designation is an asset.

BACKGROUND EXPERIENCE & SKILLS

  • Strong previous experience and knowledge of all human resources functions as identified herein.
  • Experience in the health care sector is preferred.
  • Management experience with the demonstrated ability to lead, motivate, and develop staff as a high performance, datadriven team is preferred.
  • Strong track record of managing large recruitment initiatives and projects with multiple audiences and crossfunctional teams.
  • Expertise in the preparation of work plans to support strategy and priorities while maintaining a high quality of service.
  • Proven understanding of change management to ensure the successful implementation of any process or system change.
  • Understanding of current and future health human resource challenges and the impact on the Health Centre and the people working in it.
  • Deep understanding of human resource best practices to ensure that HR helps the organization meet its strategic priorities.
  • Proven ability to establish strong relationships and partnerships to achieve shared goals.
  • Strong data analytics skills.
  • Proactive problem solving and critical thinking skills.
  • Excellent written and verbal communication skills that facilitate plainlanguage communication.
  • Proficient in using Word, Excel and PowerPoint and experience working in a HRIS.
  • Selfdriven and capable of functioning in a complex and fastpaced environment.
  • Big picture thinker with capacity to translate strategy to operations.
  • Commitment to a culture of safety and prevention of adverse health events in the organization.
  • Bilingualism (English/French) is an asset.

North Bay Regional Health Centre (NBRHC) is a unique health care organization with three primary roles: providing acute care services to North Bay and its surrounding communities, functioning as the district referral centre providing specialist services for smaller communities in the area, and it's the specialized mental health service provider serving all of northeast Ontario.
