Position Purpose


Reporting to the Manager, Professional Practice, the Program Manager, Professional Education acts in a Clinical and Professional Practice Advisory Capacity, and is responsible for the planning, development, implementation and evaluation of the staff education and professional development within the Paramedic and Senior Services Branch, including compulsory course curricula across a range of programs; developing and implementing Branch education policies, processes and practices; managing the development and maintenance of education manuals and materials, including those mandated under various legislation and the Long-Term Care Homes Act; and ensuring that program practices support the Branch/Department Strategy and objectives, and are consistent with relevant legislation, regulations and Corporate and Departmental policies.


CORPORATE HR GOVERNANCE

Departmental Human Resources functions work in close collaboration with Corporate Human Resources; consistent with the Region's human resources vision and strategy; supporting the development and implementation of Corporate Human Resources Initiatives, Programs, Processes, Policies, and Protocols, including Corporate Learning and Development programs.

Corporate Human Resources provides strategic human resources planning, direction and leadership across the Region.


MAJOR RESPONSIBILITIES:


  • Ensures Branch education programs and materials are delivered in accordance with appropriate Provincial legislation, LTCHA (2007), Standards of Practice, regulations, guidelines, the Central East Prehospital Care Program (CEPCP), and with Corporate and Branch policies and guidelines.
  • Researches, plans, designs, develops and directs delivery of Branch mandated program specific education based on requirements and for Branchwide professional learning and skills development, management development, staff learning, event coordination and orientation programs to new employees.
  • Supports the management, content and coordination of Branch programs for preceptorship and internship programs, PCP AIV, student placements, summer student programs and paramedic recruitment.
  • Develops, implements and monitors education programs in compliance with legislative requirements, CEPCP requirements, provincially mandated initiatives, accepted service standards and operational business plans to promote/provide exceptional service, quality and efficiency.
  • Implements and reviews all Branch education and learning related policies, processes, and practices; ensuring all learningrelated policies (i.e. preceptorship, students, onboarding, etc.) are in compliance with all relevant legislation and Ministry requirements.
  • Develops and implements education programs for the remediation of Paramedic and Seniors Services staff when needs are identified, as required
  • Develops and recommends Branch and Program curricula, standards and strategies and Annual Education Plan, under the direction of the Manager.
  • Conducts regular analysis, surveys and assessments to determine learning needs and areas requiring planning and support.
  • Monitors program area budget for variance control with respect to education and associated initiatives' and prepares financial and statistical reports.
  • Ensures all budget expenditures are consistent with the requirements of meeting operational quality standards; demonstrates costbenefit relationships and ensures compliance with Regional guidelines and payment procedure bylaws.
  • Assists the Manager in developing annual business/work plans and in developing service plans and staffing proposals.
  • Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining professional development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
  • Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies.
  • Responds to enquiries directly and/or resolves difficult or highly sensitive issues either verbally or in writing.
