The Opportunity:

Administers program data sets for the Department (except Seniors' Services). Develops,
compiles, and maintains reports and interactive dashboards for internal and external
audiences; performs data quality control/assurance; and coordinates corporate and
external reporting. Works with management to plan and address their data needs and
provides analytical support to management, social planning, and Section staff.


Duties/Responsibilities:


  • Administers internal and external program data sets and systems (e.g., social assistance, child care, housing, scheduler, employment). Acts as the Department's liaison with corporate staff and external vendors/system owners to ensure data and system maintenance and integrity (e.g., updates, license renewals). Coordinates with administrative staff on system/data management related to user access/permissions; and collaborates with Technology & Policy Specialist to maintain data/data sets including implementing changes/updates. Assists to administer vendor and consultant contracts/ agreements.
  • Designs, compiles, automates, and maintains reports and interactive dashboards of program performance data for the Department and external audiences (e.g., data dictionaries, visualizations, indicators, selfserve analysis functions). Collaborates with corporate partners to integrate human resources and financial data into dashboards. Assists teams and management to interpret results, as required.
  • Maintains data on intranet and website.
  • Works with management, social planners, and Section staff to set up and maintain data sets and systems to support integrated client service delivery. Recommends software, data sets, and service enhancements to maximize the access and use of departmental data.
  • Creates, recommends, and implements data quality control/quality assurance processes used by program areas to ensure useful, quality information is captured.
  • Problem solves and corrects issues.
  • Maintains an inventory of internal, external, and corporate data reporting requirements and facilitates data reporting, including review and approval process.
  • Catalogues reports for staff, management, and stakeholder use. Monitors key performance indicators and reports to management, as appropriate.
  • Responds to and supports data requests from departmental management, planners, and Section staff.
  • Participates on departmental and corporate data committees, as required. Works with management to ensure departmental compliance with corporate data governance policies and to develop the Department's data strategy and priorities.
  • Supports and advises management, planners, staff, and students with data aspects of service and system planning, process improvement, quality assurance and research projects. Provides support with quantitative analysis and data visualization support, as required.
  • Collaborates with Section staff on training, documentation, and manuals related to data sets/systems and procedures for processing data.
  • Collaborates with corporate and external partners on strategic data and analysis projects, as required.
  • Performs related duties as assigned.

Knowledge, Skills & Abilities Required:


  • Knowledge of business intelligence software and practices, data collection/analysis, data management, quantitative statistical methods, visualization, and software, acquired through a 3year college diploma or degree in a related field (e.g., statistics, computer science, information technology, psychology, health sciences, business administration), plus 3 years of related experience (or equivalent combination of education and experience).
  • Knowledge of and ability to comply with policies, procedures, corporate data governance standards, and related legislation (e.g., accessibility, privacy).
  • Ability to exhibit confidentiality and discretion in handling confidential/sensitive information.
  • Research, analytical, and project management skills to perform quality control/quality assurance functions (interpret, analyze, and calculate data); coordinate data management projects; and prepare information/data used in reports for Council and community partners.
