) Operations Analyst. Reporting to the Operations Manager this position plays a critical role in providing support to the operations function within the School of Health Science. Working proactively and independently within the School the Operations Analyst reviews School financial and operational data to ensure departments meet their goals, targets and objectives as set out in the operational plans, handles a variety of human resources and project related activities, and contributes to developing processes and procedures that increase operational efficiency.

Financial:


  • Provides senior support and leadership for the preparation of the annual budgets, by working to lead, create, maintain, complete and compile inhouse budget templates to calculate FTE and budget; reconciling variances, organizing financial information required for quarterly forecasting and analyzing yearend results for planning future budget cycles.
  • Reviews financial, performance or statistical data and prepares reports including analysis of trends, variances and provides recommendations. Takes initiative to reconcile variances and/or follow up to remediate. Presents findings as required to the School's Leadership Team (LT).
  • In conjunction with LT members and programs, takes a lead role in reviewing, analyzing and providing recommendations of financial impact of new programs, proposed program expansions, program changes and planned program reductions.
  • Independently conducts financial scenario analysis for a variety of potential projects to ensure viability/planning capability. Presents findings to LT and other stakeholders.
  • Prepares and processes crosscharges, budget transfers, expense accruals and revenue deferrals; reviews for accuracy and follows up.
  • Prepares and tracks payment of invoices; maintains accounts receivable records; investigates financial transactions for accuracy, completion and follows up and remediates any questionable transactions.
  • Assembles data and prepares analysis of the monthly revenue and expense, enrolment, staffing complement and marketing summary reports to the LT.
  • Prepares operational and financial monthly reports including a detailed analysis displaying statistics and trend analysis for the LT.
  • Monitors funding allocated for curriculum development and revision, research and capital expenditures to budget.
  • Represents the School for the coordination and disbursement of bursary payments to program specific students as well as oversees subsequent invoicing Health Authorities (HA) with Finance and program team. Demonstrates a professional relationship with external partners concerning bursary payments and student data for hours completed.

Human Resources:


  • Initiates and/or processes requests for competitions, ehires from the Departments; identifies issues requiring further review and decisionmaking.
  • Manages test centre auxiliary hires for the School's PTS programs.
  • Reviews staffing complement reports for programs with input from the Program Heads and Associate Deans. Identifies positions that have assigned program responsibilities e.g. program heads, program leads, clinical coordinators, and keeps staffing complement updated.
  • Maintains the position control database showing each position within the school, and updating it as required by gathering information from Banner and LT.
  • Acts as the primary contact within the School for inquiries related to position control and vacancy status reports. Initiates requests for new temporary Position Control Numbers (PCNs) from Budget Office for Part Time Studies (PTS) and ehire contracts as needed.
  • Creates PTS contracts for instructors/curriculum developers as required.
  • Prepares cross charges for Professional Development (PD) staffing costs to be redirected to the appropriate funding accounts.
  • Oversees > 30 days sick leave utilization to ensure backfill costs are charged to the Institute sick leave funds or cross charged to Human Resources with supporting back up documentation.
  • Deals with a variety of confidential information in a respectful and professional manner.

Information Systems and Processes:


  • Creates and oversees the maintenance of electronic administrative resource materials such as statistical information, operational guides, databases and directories, including file management of the shared drive.
  • Performs data analyses and translates raw forms of data and/or databases into usable information using a variety of databases and platforms (e.g., Banner, Access, Cognos Reports) to extract and summarize data as needed for the School Leadership Team.
  • Creates and maintains an interactive/selfserve database for tracking agreements.
