The Director, Licensing & Enforcement Services provides vision, leadership, and strategic direction to ensure all operational decisions and actions for the department are informed by and compliant with all applicable acts, legislative requirements, by-laws, and policies.
The Director will ensure the City's mission, vision, and values, and Council priorities are incorporated into strategic and operational activities and services.
This position is responsible for a variety of very high-profile services including licensing, property standards, general by-law, noise and animal control, parking operations and enforcement and general administration.
The Director must ensure consultation and collaboration with a variety of municipal departments and community groups and partners, while keeping current with industry and legislative changes.
The Director is responsible for integrating strategic planning, operational activities, and the interests and needs of stakeholders, while ensuring fair, ethical, and responsible decision making, and appropriate management of resources.
Lead the department in providing exceptional service to Council, Committees, the CAO, and staff, on all, licensing and enforcement issues affecting the City.
Act as Council's resource on all Licensing & Enforcement matters through education, information sharing, and providing creative and best practice solutions for the City.
Manage the Licensing & Enforcement and Parking Operations team by engaging staff, providing development opportunities, mentoring as required, and fostering a positive environment.
Oversees By-law enforcement, parking enforcement and operations of city-owned lots and all activities of Officers and Licensing Agents.
Fosters relationships with regional and provincial government, service providers/partners and the community.
Remain well versed in the legislative and regulatory frameworks affecting the municipality and ability to address emerging issues and trends as necessary.
Preparation and oversight of budgets and related programs, including the parking reserve fund.
Management of direct reports by monitoring progress toward goals with sustainable results, developing successors, and resolving problems in alignment with the organization's vision and strategic plans.
Provide specialized advice and act as the media spokesperson for Licensing & Enforcement matters.
Adhere to regulations under several Federal and Provincial Acts including the Alcohol and Gaming Act.
Qualifications, Competencies
4-year university degree in Business Administration, Commerce, Engineering, Planning, or a related field
7 years management experience including leading and directing a group of professionals; including experience in corporate strategic planning, and implementation of plans and policies
Progressively responsible management experience, in property standards, parking and by-law enforcement programs and services
Experience in annual budget process and financial reporting/forecasting
Experience in the integration of customer service best practices
Experience with enforcement and dealing with related acts and legislative and regulatory frameworks including the Municipal Act, Building Code Act, Planning Act, and By-laws along with industry standards and applicable law
Skills, Abilities, Work Demands
Exceptional communication and public relations skills, conflict resolution, problem solving, change and project management skills, process implementation and leadership skills to build business relationships and implement strategies to optimize both quality and cost effectiveness of service delivery.
Ability to research and analyse, and effectively respond to emerging opportunities and risks in a politically sensitive environment, build trust and credibility with competing demands and priorities to balance objectives with organizational needs and corporate initiatives.
Ability to coach, motivate and develop employees and build relationships, and negotiate, facilitate, and deliver information to a wide variety of audiences.
Demonstrated ability to manage financial, human, and physical resources with developed analytical and business planning skills with a proven track record for long term visioning, planning, and budgeting.
Required to obtain and maintain a satisfactory criminal record check.
