About Us:


The Primary Care Network (PCN) Operation Unit within Health Workforce Partnerships Branch has the lead role in managing Alberta's Primary Care Network program.

This involves reviewing program governance; program planning, funding, delivery and management; quality improvement; program accountability frameworks; and performance measurement and evaluation.


Role:


The Policy Analyst reviews and approves all Primary Care Network business plans and financial reports ensuring compliance to program policies, processes and standards.

The incumbent plans and participates in the development and implementation of Primary Care Network operational policy, from the initial analysis phase through to the implementation phase.

This encompasses a thorough review of related strategic directions and understanding and analysis of primary health care service delivery and stakeholder concerns and issues.

The analyst ensures that policies align with Government of Alberta and Ministry goals and objectives, corporate strategic and business plans, is consistent with other existing policy and supports the implementation of the Primary Health Care Strategy.

This position participates in all phases of the development and implementation of PCN Ops evaluation and performance measurement.

The incumbent plays a major role in the continual evolution of the PCN Ops Schedule B PCN Grant reporting metrics and facilitates implementation of the metrics including toolkits, definitions of reporting requirements and performance tracking processes, and developing reporting approaches that provide a full picture of performance (e.g., dashboards).


Responsibilities:


  • Lead project teams in the research and analysis of primary health care policy issues and the development of policy options and recommendations that contribute to the goal of clear directions, policies and measurable expectations.
  • Advise, assist and support policy project teams by conducting policy research and analysis, including definition of data and information needs, research and consultation methods and collection, analysis, interpretation and synthesis of information by conducting public and stakeholder consultations and by participating in departmental, and external working groups and committee.
  • Review and analyze key model documents including business plans and annual reports and budgets to highlight achievements, including specific outcomes and identify issues related to overall compliance with policy directions or accomplishment of model objectives.
  • Coordinate and develop issues papers, correspondence, presentations, briefings and background material for senior management and the Minister

Qualifications:

University graduation in a related field (Business) plus 4 years progressively responsible related experience.


Experience:


  • Experience and understanding of primary health care system structures and accountabilities, programs and services
  • Experience with information technology and electronic Medical Record (EMR) systems
  • Experience in planning and managing multistakeholder projects.
  • Demonstrated competence and experience in leading individuals and teams to achieve success

Preferences and Assets:


  • Knowledge of international trends and approaches of other countries in structuring primary health care services.
  • Understanding of government goals and objectives, mandates and priorities of related departments.
  • Understanding of the development process for legal and financial agreements.
  • Knowledge of the variety of data sets used to evaluate multiple measures in primary health care.
  • Analytical and synthesis skills to track and monitor performance and compliance.
