Title:
Business Analyst - Senior Level

Must Haves: - Minimum 7 years of experience as Business Analyst
- Experience with engaging business and IT stakeholders, understand requirements for new functionality or changes to existing ones and providing high level and detailed estimates
- Ability to document requirements using story boarding utilizing tools such as Azure DevOps and Jira
- Demonstrated experience in leading, planning, organizing and implementing testing efforts
- Experience conducting user acceptance testing
- Experience developing and delivery training to users
- Experience providing technical support to users
- Demonstrated experience with the Software Development Lifecycle (SDLC) and methodologies such as waterfall and Agile methods with a focus on iterative development and delivery
- Experience with requirements development involving requirements elicitation, analysis, specification and validation
- Demonstrated experience with JAD/Sprint session facilitation and the ability to interpret business needs to technical requirements
Nice to have
- Experience with the Zachman framework, Public Sector Architecture Governance Points and deliverables

Description
The Ministry is seeking the services of one (1) Business Analyst, senior level, to work as part of the product owner team in collaboration with the core project team and other stakeholders as required.
One (1) Business Analyst, Senior LevelLead the development and implementation of user acceptance testing (UAT) for the Highway Corridor Management System (HCMS).
Develop UAT test case scenarios
Lead a team of UAT testers and regularly assess/monitor performance, provide training, manage workload and encourage/motivate.
Meet regularly with HCMS product leads and provide timely progress updates.
Work with HCMS product team to address issues in a timely manner.
Lead technical training sessions for users.
Lead development of user manuals.
Lead technical support for users.
Provide support as needed during the design and implementation phases of the HCMS product.
Report progress of assignment on a regular basis to Project Management, raise any issue and concerns and propose mitigation strategies.
Support feasibility analysis, project scoping and provide project work estimates.
Participate in Joint Requirements Planning and Joint Application Design sessions.
Analyze and map processes / data for current state and future state.
Participate in Requirements development involving requirements elicitation, elaboration, analysis, specification and validation.
Use of ministry mandated requirement management tools and templates for requirements
Review and feedback of technical design documents.
Conduct and/or participate in walkthroughs at each project milestone.
Knowledge transfer to Product Owner team at all stages of the assignment.
Report status to, and follow overall direction from, Business Leads.

Other artefacts as determined by the project
Skill Set Requirements
Experience in leading, planning, organizing and implementing testing efforts
Knowledge with Solutions Development Life Cycle (SDLC) and structured methodologies including agile, waterfall and iterative
Demonstrable skills and experience with documenting deliverables outlined in Deliverables section
Proven experience with sprint facilitation, interpretation of business needs to technical requirements, facilitation of project meetings for reviews
Experience with the Public Sector architecture.
Demonstrable knowledge and experience working in accordance with policies and procedures of Public Service Sector
Demonstrable knowledge of Project Management framework in the Public Sector and Arch
