Manitoba Emergency Measures Organization (EMO) is designated under The Emergency Measures Act with responsibility for overseeing and coordinating all aspects of emergency preparedness in the province and managing, directing and coordinating the provincial response to a major emergency or disaster.

This involves collaboration with all provincial departments, other levels of government (federal and municipal), non-governmental organizations, and the private sector.

Manitoba EMO offers training and assistance across all phases in the emergency management spectrum. EMO prioritizes collaboration and coordination with provincial departments to align on priorities, support services, guidance, and expertise.


Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must possess and maintain a valid class 5 driver's licence.
  • Must be able to travel within the province as required.
  • Must be available for extended periods of emergency operation and recovery when required.

Qualifications:

Essential:


  • Post secondary education in emergency management, social sciences, sciences, economics, political sciences, environmental sciences and/or geographical information systems. An equivalent combination of education, training and experience may be considered.
  • Experience working with ESRI ArcGIS platform, and managing Geographic Information Systems.
  • Experience conducting analysis on issues to support decision making for senior leaders.
  • Experience with leading and supervising direct reports.
  • Experience with providing guidance and advice to internal and external stakeholders.
  • Experience researching, developing, evaluating, and recommending strategies and policies on crossdepartmental matters for various stakeholders.
  • Strong analytical and problem solving skills.
  • Have the ability work in a team environment.

Desired:


  • Solid understanding of emergency management principles is required to enable the incumbent to work with experts on complex issues.

Duties:


As a member of the Manitoba Emergency Management Organization (EMO) Preparedness and Response Branch, the incumbent is responsible for leading and managing the day-to-day operations of EMO's emergency management geospatial program.

This program coordinates situational awareness information into a common operating picture for critical decision making.

The incumbent will be required to enhance the existing geospatial program at EMO and research, develop, revise, and make new recommendations to senior staff on provincial plans, policies, standards, protocols and guidelines as they relate to geospatial related infrastructure and tools.
