Major Purpose
Reporting to the Senior Manager, International Finance and Operations, the Manager, International Finance and Operations, is responsible for the oversight, leadership and management of all international program finance and operations activities aligned with FCM strategies as part of the overall FCM program reporting.

The success of FCM is the primary focus and the Senior Manager, International Finance and Operations must bring strategic insight and leadership to ensure that finance and operations supports a culture of service excellence, evidenced by innovative solutions that meet the current and emerging needs of its members and stakeholders. As such, the Senior Manager, International Finance and Operations must ensure the efficiency, effectiveness, accuracy, financial control and compliance of all finance and accounting activities associated with the various International programs undertaken in Canada and overseas.
Key Responsibilities
- Leads a team of finance and operations professionals by determining priorities, assigning work tasks, coordinating processes, providing advice, direction and coaching, ensuring quality of deliverables, and managing performance.
- Ensures that all the International financial management and operations processes, controls, systems, and tools are fully aligned with the international programs strategic plan and vision and that they are optimized to support day to day operations in Canada and Overseas in accordance with donor funding agreements which are mainly with Global Affairs Canada.
- Leads the planning for external and internal audits of international programs under the direction of Senior Manager, International Finance and Operations. Manages all internal process requirements, serves as the primary finance liaison to the external auditors for international program activities, reviews all preliminary audit reports and recommendations and prepares preliminary responses.
- Provides advice to senior management, project stakeholders and finance/operations staff concerning financial and operational best practices, financial reporting, the interpretation and application of both financial and operational policies and procedures.
- Provide advice to the Senior Manager, International Finance and Operations on management systems, organizational practices and operational tools including finance and operations manuals, policies, and guidelines. Manages the setup of new field office locations including the training and capacity development of new field-based finance and operations staff.
- Accountable for developing the annual security work plan for the international project's unit. Manages the annual security budget, training activities, risk assessments and all other security related deliverables with assistance from the Project Operations Manager.
- Leads and facilitates the international project unit's annual budgeting process including the planning and forecasting of level of effort for staffing.
- Maintains effective working relationships with the finance and compliance units at Global Affairs Canada to ensure the organization is staying current on all relevant financial updates.
Knowledge, Experience and Skills
- Requires a post-secondary education in accounting or finance and 7-10 years practical, professionally senior experience in an accounting role including a minimum of 5 years' experience in a people management capacity.
- Professional financial designation (CPA) or significant experience working in a similar role.
- Strong knowledge in finance and accounting, including budget preparation and monitoring, fund accounting, and preparation and analysis of financial statements and reports.
- Experience in implementing successful, innovative financial management solutions that link current and emerging stakeholder requirements with business strategies.
- Experience establishing international project office operations, building field office staff capacity, and managing international security requirements.
- Requires experience with Global Affairs Canada (GAC) funded projects. Experience with other international funders would be considered a strong asset.
- Experience with implementing processes, tools and internal controls in multi-country offices would be a definite asset.
- Demonstrated leadership skills with a proven track record to motivate, develop and collaborate with highly functioning teams.
- Excellent verbal, written and communication skills, with the ability to synthesize complex technical concepts and translate into laymen terms resulting in effective solutions.
- Bilingualism is considered an asset.
