    Job Summary:

    To work collaboratively with the Strategic Planning, Policy and Quality (SPPQ) team to support strategic initiatives in the areas of health transformation and First Nations self-determination over health. The Senior Legal and Policy Advisor will analyze, document and coordinate recommendations, legal opinions and processes to support First Nations control and authority over health. The Senior Legal and Policy Advisor will provide analysis and recommendations based on community perspectives including the unique culture, traditions and customs of the communities served by SLFNHA.

    The Senior Legal and Policy Advisor will directly report to the CEO and President.

    Qualifications:
    Persons of First Nations ancestry will be given preference (OHRC, Part II, Special Employment)
    The ability to perform the requirements of the position on a regular basis.
    Ability to communicate in one of the First Nations dialects in the Sioux Lookout Zone is an asset.
    Completed law degree with current membership with the Law Society of Ontario.
    5 to 10 years of relevant experience.
    High level written, analytical research and presentation skills.
    Negotiation, mediation and consensus building skills.
    Relationship building and organizational skills, including excellent listening, verbal, written and interpersonal communication skills.
    Knowledge of the traditions, cultures, and values and history of the communities served by SLFNHA including a strong understanding of Treaty and inherent rights.
    Knowledge of the social complexities, jurisdictional ambiguities, inequalities and health issues in Northern and remote First Nation communities.
    Experience with non-for-profit governance processes and policies.
    Experience working with First Nation communities and partners.
    Familiarity with legal, policy and fiscal mechanisms related to First Nations communities.
    Ability and willingness to travel and to work evenings and weekends, as required.
    Proficient in MS Office (Word, Excel, Outlook and PowerPoint).
    Ability to complete the duties of the position on a regular basis.

    Roles and Responsibilities:
    Research, review, monitor and analyze provincial and federal government initiatives, laws, policies and operational plans which affect the health and wellness of the communities served by SLFNHA including the promotion and protection of Treaty and inherent rights.
    Monitor and understand various First Nations processes related to governance and law making with respect to the communities served by SLFNHA.
    Provide advice to the CEO and President to support legal, negotiation and/or advocacy strategies related to First Nations health.
    Create recommendations and options to advise and support the CEO and President on transformative change processes for the communities served by SLFNHA.
    Research and understand the goals and strategic directions of First Nations partner organization to support consensus-building on a coordinated and aligned approach to health transformation.
    Draft correspondence, discussion papers, options paper, legal opinions and briefings to support the SLFNHA strategic management framework.
    Support the development of First Nations health policy to guide the region and advocate for government recognition and respect for First Nations health policy.
    Support the development of a policy framework to guide the ongoing development of strategic, corporate and operational policies.
    Support and provide advice on advocacy strategies to create policy and legislative changes to remove barriers to First Nations health including access to health services, social determinants of health and improved health outcomes.
    Liaise with external legal expertise.
    Collaborate with community members, Elders, (SLFNHA) Anishinaabewaadiziwin department to ensure policies are culturally sensitive and community centered.
    Identify legal risks associated with Health Transformation and develop strategies to mitigate them.
    Other related duties as assigned.
