The Role

Manages the safe and efficient delivery of conventional (Grand River Transit) and specialized (MobilityPLUS) on-street operational transit services, their programs, and staff performance management.


  • Duties/Responsibilities
  • Supervises Assistant Managers. Indirectly supervises additional unionized and nonunionized operations staff through supervisory staff. Coordinates and monitors consultant activities and contracted services.
  • Manages Section resources, activities, and budget. Prepares short and longrange operational strategies and programs, including an annual work plan to ensure current and future operational and environmental requirements are met.
  • Manages policies, procedures, standards, operational rules, and regulations (e.g., staff absenteeism, customer relations, onstreet performance); ensures safety standards are met and transit service reliability commitments are maintained.
  • Maintains a complement of qualified staff and ensures effective performance management measures and programs are maintained (e.g., employee feedback, attendance management). Manages attendance management investigations with internal/external investigators.
  • Manages new bus operator "G to B" driver license training program with contractor. Collaborates with Human Resources staff to develop recruitment and selection processes.
  • Manages the development and implementation of the Operator Trainer training program.
  • Manages the unsafe act program, including investigating collisions involving transit vehicles, retraining operators, and discipline, as needed.
  • Manages efficient, safe, effective specialized services to residents with special transportation needs. Manages service contracts and ensures compliance with same (e.g., specialized taxi, rural areas). Implements recommendations from program eligibility review and transit business plan.
  • Manages customer complaints related to onstreet transit services or assigns staff to investigate and address same.
  • Provides operational input into existing and proposed transit services.
  • Plans and coordinates studies and testing on new products and equipment. Keeps current on vehicle technology changes.
  • Participates on committees (e.g., Joint Health & Safety, Return to Work, Collision Appeal). Chairs staff meetings to address planning, scheduling, traffic, operator, and security issues.
  • Participates in collective agreement negotiations and union grievance meetings. Maintains effective communication with union representatives and staff.
  • Manages the Section's operating budget. Approves purchase/cheque requisitions.
  • Ensures the safe operation of transit buses/vehicles and related equipment.
  • Manages transit operating system for functions related to operator and vehicle assignments, operator information, work coverage, and timesheets. Manages reservation database system.
  • Works with other divisional and departmental staff to support integration of conventional transit operations with rapid transit, including planning in the case of service interruptions.
  • Contacts Human Resources regarding health and safety, staffing, training, labour relations, and administrative issues. Works with Manager, Finance & Administration Services for budget preparation and monitoring; and other divisional management. Responds to requests/inquiries regarding transit operations from Councilors.
  • Responds to high profile inquiries and complaints to resolve escalated issues/concerns. Exchanges information and addresses operating issues with external agencies, contractors, consultants, Police, Fire, Ministries, and other transit providers. Participates in the Specialized Transit Services Advisory Committee.
