Conduct Operations Lead (Maternity Leave Contract 12 months)

Position Summary


Responsible for leading and coordinating all activities relating to the College's intakes processes, which includes complaints and all other information which may lead to an investigation or action taken against a pharmacy professional.

Responsible for leading and coordinating compliance monitoring related activities pursuant to decisions made by the College's Inquiries, Complaints and Reports Committee (ICRC), Discipline Committee, Fitness to Practise Committee, Accreditation Committee, the Health Professions Appeal and Review Board, or through other College processes.

Responsible for overseeing the monitoring of proceedings and finalizing public register postings for pharmacy professionals with criminal charges and findings, civil proceedings and findings in other jurisdictions.

Responsible for providing supervision, training and guidance to the Intakes and Compliance Monitoring Teams, including setting and reviewing performance objectives and expectations, assigning and reviewing work, and managing team dynamics.


What you'll do at OCP

  • Manage and supervise Intakes and Compliance Monitoring staff including hiring, setting performance objectives, monitoring performance, providing performance feedback, and assigning and reviewing work.
  • Oversee all activities related to the review and triage of intakes, which includes: complaints, mandatory reports, charges and findings, annual renewal declarations, breaches of a College requirement (including undertakings, SCERPs, discipline orders, postremediation follow up assessments), selfreports, information from internal or external sources (including ICRC, other committees, other Colleges/organizations). Assess risk, gather information, analyze records, liaise with external parties, provide direction to intakes staff, and make decisions on how to proceed with intakes.
  • Identify intake files appropriate for resolution by analyzing risk and standards of practice. Provide pharmacy practice information and offer resolution, where appropriate.
  • Maintain the College's public register with respect to charges/findings, undertakings, terms, conditions or limitations placed on a registrant's certificate of registration, remedial programs, oral cautions, and other additional entries as required.
  • Oversee all Conductrelated compliance monitoring activities including the monitoring of remediation, oral cautions, postremediation followup assessments, orders, undertakings, health inquiries, and terms, conditions or limitations following decisions made by the ICRC, Discipline Committee, Fitness to Practise Committee, Accreditation Committee, the Health Professions Appeal and Review Board, or through other College processes. Manage and mitigate potential and actual breaches, liaising with the Manager, Conduct Operations and/or the Registrar, as required.
  • Collaborate with Accounting, Legal Conduct and external parties for cost recovery initiatives.
  • Collaborate with the Professional Development and Remediation (PDR) Team to exchange relevant information related to remediation trends, mentorships, the vetting of new remedial programs as ordered by panels and postremediation followup assessments.
  • Act as a resource to Legal Conduct and College prosecutors, as needed, to review drafted documents and provide comments for the purposes of monitoring activities pursuant to Undertakings, Discipline Committee Orders, and Fitness to Practise Decisions.
  • Prepare written correspondence to internal and external parties (pharmacy professionals, legal counsel, courts and enforcement officers, etc.) as well as memos and other correspondence to be reviewed by the Registrar. Draft undertakings and letters as directed by the Registrar and conduct followup with registrants, as needed.
  • Prepare written correspondence for Accreditation Committee meetings related to compliance monitoring activities; compile, review and finalize documents and data in an unbiased manner.
  • Assess all Compliance Audit Review (CAR) reports based on risk. Analyze records and information within report to make decisions with respect to recommending a new investigation file, conducting a subsequent CAR or gathering additional information/submissions from the registrant.
  • Accompany Post-Remediation Advisor on assessments on a routine basis. Identify learning needs of Post-Remediation Advisor and develop training and education opportunities regarding legislation, pharmacy practice standards, best practices or guidelines as well as assessment consistency, messaging and approach.
  • Prepare compliance monitoring and intakes data/statistics/reports for reporting to the Executive Team. Analyze data to identify any trends/bottlenecks, monitor timelines and workload and report to Manager, Conduct Operations.
