PAYROLL AND BENEFITS SPECIALIST:

The Human Resources and Facilities Management Branch is looking for a Payroll and Benefits Specialist, for an indeterminate position. The position is classified as a RÉ-04 ($59,364 to $75,591 per annum rates, salary under review.

JOB SUMMARY

ESSENTIAL QUALIFICATIONS

EDUCATION:
Secondary School diploma.


EXPERIENCE:
Three (3) to five (5) years of experience in each of the following criteria:

  • Processing payroll with a computerized payroll system.
  • Analyzing pay and benefits files, performing mathematical calculations, and making recommendations.
  • Interacting with clients to explain and detail mathematical and compensation transactions.

KNOWLEDGE

  • Of Federal and Provincial (Ontario and Quebec) payroll legislation and regulations.
  • Of collective agreements, and various terms and conditions of employment.

ABILITIES

  • To ensure data integrity, including data validation, quality assurance and confidentiality of information.
  • To plan and organize work with competing priorities and various deadlines.
  • To gather, analyze and interpret data and to provide recommendations.
  • To work autonomously with limited supervision.
  • To communicate effectively in both official languages.

ASSETS

  • Experience using a human resources management system such as, but not limited to: Peoplesoft, etc.
  • Experience using the intermediate functions of Microsoft Excel such as: organize and work with a list of data, sort, and filter data, create formulas using a list of data, integrate external data into Excel, etc.
  • National Payroll Institute Certification.

CONDITIONS OF EMPLOYMENT

  • Possess or eligible to obtain Reliability security clearance.
  • Linguistic profile: Bilingual BBB.
  • The position is in the National Capital Region. The person chosen for the position must reside within a commutable distance from the workplace at 40 Elgin Street, Ottawa, Ontario.
  • The National Capital Commission offers a hybrid and flexible work environment, all employees are currently asked to work onsite at least two (2) days per week.
