Position Summary:


Reporting to the Manager, Strategic Sourcing through Senior Procurement Specialist, this position is responsible for the day-to-day purchase of goods and services for the GTAA.


Key Accountabilities:


  • Delivers sourcing services including collaborating with the client to clarify needs, provides advice and guidance, selects the best processes and suppliers, completes documents including contracts, negotiates terms and conditions, and ensures that all records are complete and updated as required
  • Assists Sourcing Specialists, Senior Sourcing Specialists, Manager and Associate Director in their activities as assigned, including collaborating closely with external clients (suppliers) and internal clients (business units), in preparing documentations, reviewing and assessing work of others for compliance to purchasing policies and requirements and creating and updating records
  • Annually or as and when required archives all paper copies of contracts in accordance with the GTAA Records Management policies and procedures
  • Maintains database and provides reports for management on bid evaluations
  • Updates, maintains and publishes list of contracts that can be used enterprise wide (Blanket Purchase Agreements) by Business Units to get services in a timely and efficient manner
  • Manage the contract with CCOH (supplier) for WHMIS records
  • Participate in special projects as assigned
  • Manages the Corporate Purchasing Card (P-Card) Program, which includes; completing and maintaining card holder and approver profiles in the P-Card system, including spend limits, and running monthly mapper files between the card system and Oracle and resolving issues or discrepancies
  • Performs Audits on P-Card to ensure adherence to GTAA P-Card policy
  • Provides approval for Customs clearance for Goods that are arriving from outside of Canada
  • Acts as backup to the Sourcing Coordinator, Inventory, Buyers & Analysts

Qualifications:


  • High school diploma
  • University degree or college diploma preferred with a combination of formal business training or progress toward relevant professional purchasing designation
  • Minimum 2 years of sourcing work experience in a sourcing environment preferred and/or combination based on education, experience and demonstrated skills
  • ERP experience in a large enterprise, especially using Oracle is preferred
  • Customer service experience is an asset
  • Must be able to obtain and retain a Transportation Security Clearance

Knowledge, Skills and Abilities:


  • Technical proficiency with relevant sourcing systems and analytics tools (Excel, Access, PowerPoint, MS Word) required
  • Knowledge of/experience with Oracle Financial system an asset
  • Strong analytical, business process analysis and problem solving capabilities
  • Good business/financial competence required
  • Strong attention to detail
  • Have flexibility and adaptability to changing priorities
  • Expertise in multiple spend categories is an asset
  • Effective time management and organizations skills required to develop and complete project plans
  • Knowledge of GTAA client roles and mandates, immediate and long range plans, financial planning processes, procurement approval and review processes (Corporate Risk, Legal, etc., and other management practices in order to manage programs such as P Card and Travel Card
  • Knowledge of GTAA procurement (goods and services) standards, policies and practices, and the roles and responsibilities of GTAA branches in the sourcing process to lead less complex sourcing assignments or participate in major assignments
  • Knowledge of various GTAA and industry sourcing tools including databases and other records management tools in order to maintain records, produce regular and ad hoc reports, update and maintain templates and Portal postings
  • Knowledge of trends analysis in order to identify potential areas for BPA savings and other efficiencies
  • Knowledge of Custom Brokerage, Duties, NAFTA and Incoterms
