Job Summary:


Reporting to the Senior Project Advisor, the Project Manager III will be responsible for activities related to planning and implementing initiatives to transition Halton Region's Blue Box program to an Extended Producer Responsibility system, the development of the next solid waste collection contracts and other strategic projects outlined in the Region's Solid Waste Management Strategy that advance the circular economy and extend the lifespan of the landfill.


Duties & Responsibilities:


  • Works with the Senior Project Advisor to identify and evaluate levels of service for the next solid waste collection contract(s), including thorough analysis and recommendation for Regional Council.
  • Assists in the negotiation and execution of contracts, including the transition of the Region's Blue Box program to Extended Producer Responsibility.
  • Collaborates with Region staff in the development of procurements including Waste Management staff, Legislative and Planning Services and other Divisions to lead procurement and contract terms and conditions including the Region's next solid waste collection contract(s).
  • Manages all aspects of assigned projects including initiating, planning, executing, controlling and closing. Ensures expenditures are controlled and maintained within approved budget limitations. Reviews, tracks and evaluates progress and performance as it relates to the delivery of assigned projects to ensure adherence to schedule, funding, and project scope.
  • Tracks and reports on the status of assigned projects including work completion and budget and schedule expenditure. Reports on system impacts based on baseline or revised schedules.
  • Coordinates infrastructure asset management related consultants, report and analysis on tendering processes, and project scheduling and budgeting requirements
  • Conducts research into assigned areas ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government related to waste management and/or disposal options.
  • Prepares, reviews and advises on, studies and plans regarding implementation of any new changes to waste management options.
  • Works with all sections of the Division and other Regional departments to support the planning and implementation of business transformation and change management plans, including stateofgoodrepair alignment, and new infrastructure
  • Assist with the preparation of staff reports and recommendations to Regional Council on all matters dealing with municipal water and wastewater infrastructure planning.
  • Represent the Region on external technical studies and committees.
  • Perform other duties, as assigned.

Skills & Qualifications:


Essential

  • Post-Secondary education related to the position or an equivalent combination of education and experience.
  • Minimum of 3 to 5 years of progressive experience planning and delivering multifaceted projects.
  • Experience managing and balancing project budgets, management of project teams and the ability to handle multiple and diverse projects and priorities, in a detail and deadlineoriented, fastpaced environment.
  • Strategic planning experience that supports business transformations and change management.
  • Excellent customer service and public relation skills.
  • Considerable experience in the principles and practices of Solid Waste Management with an indepth knowledge of Solid Waste landfill
