General Accountability:


  • Reporting to the Senior Program Information Analyst, this position supports the retrieval, validation, and consolidation of data on incurred project costs from various sources; the setup and maintenance of a central information system to store, track, and map project data to be reconciled with SAP data; the preparation of integrated data into work/task packages to enable Project Control Analysts to conduct further work package and/or taskbased analysis; and the analysis of program cost data to facilitate the project management team's decision making processes.
  • The position will also investigate new methodologies and technologies, conduct feasibility studies, make recommendations, and implement changes as necessary to enhance and optimize the existing cost monitoring systems.

Key Job Functions:


  • Assisting in developing methods, procedures and standards from which to recognize pertinent program, project, and contract costs from available sources both internal and external to ECE, including: the CMS system, the eTimeMachine system, the JBCS system and the SAP account systems;
  • Working closely with owners of these sources to validate and reconcile data with SAP accounts;
  • Consolidating data from all sources and conducting frontend analysis to map funding claim initiatives to the package level;
  • Assisting in developing, maintaining and posting of cost information internally online, and controlling the access to this information;
  • Providing hoursbased summaries of all internal ECE staff time (from eTimeMachine) and reconciling the allocations of consultant staff time and related payments to the various projectbased work packages;
  • Preparing work/task packages to enable Project Control Analysts to conduct backend analysis and update current and actual commitments and forecasting;
  • Interpreting and highlighting notable variances and trends on program, project, and contract cost data/trends, and providing analysis/advice on program cost data to Project Cost Analysts to facilitate the project management team's decision making processes;
  • Identifying and assessing potential risk associated with cost reporting decisions/methodologies;
  • Assisting in preparing the Groupwide performance measurement reports;
  • Administering the Project/Contract Information Systems on behalf of the Group;
  • Performing a variety of cost/budget studies and research assignments, including cost trend reports, requiring analysis and interpretation of data;
  • Recommending improvements and developing new methods, procedures, and reports to facilitate and simplify cost analysis work;
  • Assisting in developing new and improved information systems to support optimization in processes, reporting, and analysis.

  • Strong knowledge of accounting principles and practices, and budgeting and cost control concepts, procedures and techniques.
  • Must have or acquire knowledge of TTC databases such as SAP, CMS, JBCS, IFS, eTimeMachine, and ECE Database. Must have or acquire knowledge of TTC budgeting and cost control practices.
