The Integrated Infrastructure Services (IIS) department is responsible for delivering quality infrastructure for the City of Edmonton.

The Business Planning and Support branch provides support to this department of over 500 employees in processing $1.2 billion annually in projects.

As our Financial Analyst Team Lead you will ensure financial transactions are processed appropriately and projects are set-up accurately.


To be successful in this role you must be knowledgeable in financial transactions, project cost structures, financial controls, commitment/procurement process and project management principles.

You are able to liaise with various stakeholders and branches to resolve payment or commitment issues.

It is second nature for you to manage staff workloads and allocate team resources based on business priorities.

You will ensure your team of up to 7 staff are following established policies and procedures, enforce financial integrity and control, develop staff members and build an effective service-based team.

Leadership

  • Lead and manage internal resources by providing timely decisions, direction, advice and support to team
  • Develop improvement opportunities and solutions, resolve concerns and ensure quality control, assurance and oversight support
  • Ensure resourcing is allocated appropriately for consistent service levels across sections/branches
  • Provide staff direction on priorities in the context of the Section, Branch and Department
  • Mentor and coach the staff in a way that fosters a culture of growth, development and engagement
  • Develop and establish performance objectives, and participate in conducting performance reviews
  • Participate in hiring process including developing recruitment strategies to ensure a stable workforce
  • Develop training strategies and work procedures

Manage Business Services

  • Review all new project setup requests and facilitate discussion as required to determine appropriate structure to ensure proper financial accountability and reporting
  • Provide coverage and support to ensure payments can be processed in a timely fashion
  • Implement and ensure compliance and consistency in financial processing procedures and standards for both the team and the branches
  • Establish financial controls and mechanisms to audit and monitor compliance
  • Maintenance, interpretation and management of operationally diverse and technically varied financial programs (ie. SAP, COBS, PMIS, etc). This may require indepth investigation and understanding of systems/projects, analytical research and initiation of corrective action
  • Prepare a variety of management level reports using an ERP system and compiled data to report on both processlevel and individual performance metrics
  • Advise on how to setup a commitment to best ensure good project management, auditability and financial reporting

Issue Resolution, Training, Policy and Procedural Development

  • Investigate, audit and resolve issues pertaining to purchase orders or payment discrepancies, SAP, project financials or time entry
  • Coach, train or advise project managers regarding SAP, time entry and their project/contract financials
  • Analyze financial transaction data and/or processes and provide recommendations or interpretations for management decision making
  • Lead, change and maintain procedures, policies and processes and related analytics to support the strategic direction
  • Research best practices and provide recommendations for improvements in financial reporting
  • Document, create and maintain procedures and activities
  • Identify areas of inefficiencies, concern or common errors and develop potential solution

Qualifications:

  • University degree in accounting, finance or related financial discipline degree
  • 3 years of progressively responsible accounting/financial experience including project management experience
  • 1 year of supervisory experience in a similar organization
  • Proficiency, expertise and demonstrated knowledge of SAP transactions, reporting and cross platform account structures (Project Systems, Procurement Module, Financial Module, Time Reporting)
  • Basic knowledge of COBS (Capital Operating Budget System using Questica)
  • Considerable knowledge of generally accepted accounting principles, requirements and practices
  • Knowledge of cash, capital and operating budgets, and project management
  • Demonstrated knowledge of financial controls is required Analytical, research and problem solving skills to resolve operational or business issues and to incorporate process improvements
  • Strong leadership and supervisory skills, and the proven ability to manage staff
  • Effective time management and resource allocation
  • Strong communication skills in dealing with management, financial professionals, internal customers and supplier
