A large federal public-sector organization is seeking an independent external consultant to conduct an assurance audit of project management practices across the organization.
The engagement will assess:
Project governance structures
Project management frameworks, tools, and methodologies
Training and competency practices
Monitoring and reporting mechanisms
Organizational project management maturity
The consultant will work closely with senior leadership and project teams to identify risks, improvement opportunities, and provide evidence-based recommendations aligned with recognized audit and assurance standards.
Key Responsibilities / DeliverablesConduct project kickoff meeting to confirm scope and approach
Develop detailed audit workplan (methodology, scope, sampling strategy, interview plan, milestones)
Conduct stakeholder interviews (approx. 20 participants)
Review governance structures, documentation, and reporting processes
Perform sampling and analysis of 6–10 representative projects
Conduct project management maturity assessment against recognized standards
Provide periodic progress reporting
Deliver Draft Audit Report with findings and recommendations
Deliver Final Audit Report with validated, actionable recommendations
Present findings to senior leadership (up to 4 executive presentations)
Provide auditable working papers
Participate in ad hoc stakeholder meetings
Maintain confidentiality and comply with federal security requirements\
Mandatory Qualifications
10+ years of experience conducting audits, assurance reviews, or governance assessments in PM/PMO environments
Demonstrated experience in project management audits or maturity assessments within public sector or large institutional organizations
Strong knowledge of project governance frameworks and delivery models
Experience applying recognized audit/assurance standards (e.g., Global Internal Audit Standards or equivalent)
PMP certification (mandatory)
At least ONE audit certification:
CIA (Certified Internal Auditor) – Preferred
CPA (Chartered Professional Accountant)
CISA (Certified Information Systems Auditor)
CRISC / CGEIT (Governance-focused certifications)
Experience facilitating executive interviews and presenting to senior leadership
Ability to obtain required federal security clearance/site access
Strong analytical, reporting, and stakeholder engagement skills
