JOB SUMMARY:

Public health works to prevent illnesses, injuries and poor health.

Ottawa Public Health delivers a range of mandated core programs and services that are outlined in the Ontario Public Health Standards.

The programs and services are designed to meet the health needs of the communities in Ottawa.

We work with local communities and partners to create equitable opportunities for all residents to be healthy and thrive, regardless of any social or economic reasons.

The Legislative Affairs and Strategic Engagement Team engages with elected officials and public policy makers at all levels of government to identify opportunities for collaboration on shared priorities.

This team engages with external partners by establishing and strengthening meaningful relationships with a variety of health, social-services, community and business organizations.

Our goal is to establish trust and community support, so that public-health priorities, as outlined under the Ontario Public Health Standards, can be advanced.

In this role, you are responsible for working with internal and external partners to develop and implement engagement strategies to advance OPH priorities, aligned with the OPH Strategic Plan.

This work involves conducting research and analysis, and developing and evaluating policy, and strategic and operational plans. This role requires the ability to build relationships and to navigate complex issues, involving balancing interests and competing viewpoints.

This role is an opportunity for you to hone your public relations and political acuity, while working with partners to advance the health and wellbeing of our community.


EDUCATION AND EXPERIENCE:

Completion of 4 year university degree in Business or Public Administration, Health Sciences, Communications or related field

Minimum of 5 years of experience in research, policy and program development and analysis, project management and evaluation


KNOWLEDGE:


  • General knowledge of corporate and departmental policies and procedures
  • Legislation, policies, regulations, guidelines and operational procedures relevant to the operational area
  • Communications, planning and project management techniques and processes
  • Research, statistical analysis and report writing techniques and processes
  • Program and project evaluation and performance measurement processes
  • Business process flow modeling
  • Working within a complex, unionized environment
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers

COMPETENCIES, SKILLS AND ABILITIES:


  • Communicate effectively in writing and orally; to write comprehensive, clear, concise and accurate reports, and to present a variety of data in various formats
  • Possess sound skills in dealing with controversial and sensitive issues, which involve balancing interests of numerous parties with divergent viewpoints
  • Plan, develop, organize and implement short and long term projects, operational procedures and strategies within an environment of frequently changing priorities
  • Develop and implement a research plan, collect, analyse and validate quantitative and qualitative data/reports from various sources, develop clear and realistic recommendations that ensue from the research analysis
  • Support and promote the corporate vision
  • Clientcentred approach to service delivery by acting on client feedback and taking responsibility for quality of service and ongoing process improvement
  • Organize and facilitate public consultation processes
  • Obtain feedback on policy, project and research proposals by collaborating with coordinators, managers, the director, the public, elected officials and representatives of external agencies towards consensual solutions and outputs
