Responsibilities:


PRIMARY PURPOSE


Provides leadership and management for purchasing and inventory management strategies at BCRTC, including inventory planning & forecasting, strategic sourcing, vendor and contract management, internal/external repair processing, logistics, as well as to drive supply chain value and excellence.

Partners with TransLink Strategic Sourcing on master contracts, purchases and purchasing strategies that address other non-inventory operational needs.


KEY ACCOUNTABILITIES
Participates in the departmental strategic planning for Purchasing and Inventory at BCRTC. Leads the development of and implements strategies and tactical plans for the department of Purchasing and Inventory Management.

This includes short and long-term departmental business plans, budget, and key performance indicators with emphasis on streamlining operations, improving cost efficiency, optimizing service, and effectively managing suppliers and internal networks leveraging lean methodologies to deliver best in class performance.


Develops and manages the supply chain strategy aligned to the business vision to address short and long-term plans and leverage opportunities for cost savings to enable business operation, growth, and transformation for the rail company.

Leverages BCRTC's solicitation efforts from existing enterprise contracts and processes where possible. Implements best practices where applicable.


Develops and oversees strategic sourcing strategies, alerting the Director on high-risk issues as they emerge and recommending corrective actions and risk mitigation strategies.

Collaborates with key stakeholders in maintenance, engineering and quality assurance and leads timely and accurate execution of supply chain strategies with a focus on quality ensuring part availability to meet maintenance needs.

Oversees inventory control management ensuring the reorder points or minimum/maximum levels are adequate to meet the needs of maintenance in recognition of supply chain and lead time constraints

Effectively leads specific inventory strategies for high risk, fleet stopper parts supply.

Effectively leads and manages alternate strategies and proactive parts expediting processes as required.


Continuously develops and fosters effective business relationships with all levels of personnel both internally and externally including key vendors, senior and executive team across the TransLink enterprise to facilitate effective risk-based sourcing outcomes.

Acts as the conduit between internal clients and suppliers to analyze marketplace capabilities and develop purchasing strategies.


Leads and manages multiple complex projects that result in changes to systems and business processes, including the design, development, implementation, and change management of new (or modifications of existing) systems and business processes that impact the purchasing, inventory and parts repair tracking.


Leads the development and implementation of BCRTC's purchasing and inventory management standards, policies, practices, and procedures to ensure highest level of compliance, ethics, and controls in all reporting areas to mitigate risk and identify opportunities.

Develops appropriate supply and cost tracking metrics and mechanisms to allow for regular reporting and early warning for potential supply chain problems and challenges.


Manages the department's administrative processes to ensure support functions satisfy the department's needs in a cost effective and timely manner.
