Overview:


Examples of key responsibilities include, but are not limited to:

  • Review transportation and traffic designs, drawings, studies, analyses and reports to ensure conformity to City standards and policies and relevant technical guidelines and specifications.
  • Review developmentrelated drawings and documentation to provide technical guidance on transportation infrastructure upgrades in alignment with City bylaws and policies.
  • Conduct field investigations and data collection on traffic volumes, traffic speeds, collision frequency, pedestrian and cyclist counts to determine needs for improvements and safety enhancements.
  • Conduct field inspections to carry out traffic device warrants, intersection corner sightlines and post construction traffic control deficiencies to determine the requirements to upgrade facilities.
  • Conduct and review traffic studies to determine the extent and nature of traffic issues and identify the appropriate traffic calming measures required.
  • Conduct field inspections as required to ensure that requirements of City Traffic Bylaws are met.
  • Analyze of a wide range of traffic and parking related data; analyze traffic collision statistics to identify potential locations for additional safety features and controls (e.g. red light cameras, speed humps, traffic circles, and warning devices).
  • Coordinate trafficrelated activities and technical support for special events affecting traffic operations; assess special event impacts of roadways and reviews recommendations to mitigate impacts.
  • Participate in discussions and coordinate plans to enhance traffic safety and work with a various community stakeholders and external agencies towards achieving objectives.
  • Liaise with a variety of contacts including consultants, staff, police, fire, school officials, the public, and other government agencies, and provide data and recommendations on traffic engineering matters to technical and advisory committees.
  • Liaise with internal and external stakeholders, consultants, the public and external agencies to review and address transportation related matters as part developments, construction or other special projects.
  • Assist municipal work crews and contractors with problems encountered during the installation and/or maintenance of traffic control devices and improvements;
  • Provide support to a variety of transportation, traffic, and transit advisory committees and offer technical expertise related to traffic safety/operational efficiency and regulatory matters.
  • Maintain transportation and traffic operation files, records, and regulatory documents.
  • Provide exceptional customer service to internal and external clients by effectively addressing enquiries and complaints related to traffic and transportation matters.
  • Complete tasks and activities to support the City's Transportation department.
  • Provide technical guidance to the Traffic Technician 1 as required.

Knowledge, Skills & Abilities:


  • Sound knowledge of City of Richmond practices, policies and procedures.
  • Sound knowledge of the rules, regulations and policies governing the work performed.
  • Sound knowledge of drafting and design methods, practices and procedures as related to traffic and transportation engineering projects and operations.
  • Sound knowledge and skill in the operation of AutoCAD would be an asset.
  • Sound knowledge of the functions, standards and operations of the Transportation division.
  • Sound knowledge of the City's street layout and of engineering drafting methods, practices and techniques.
  • Sound knowledge of traffic and transportation engineering design principles and practices as well as parking regulation policies.
  • Ability to perform technical analysis, design, drafting and other related tasks.
  • Ability to prepare, interpret and review traffic studies and assessments.
  • Ability to read and interpret engineering drawings, reports, plans and specifications.
  • Ability to design transportation infrastructure, traffic devices and related installations and to prepare applicable specifications, maps and drawings.
  • Ability to obtain, summarize and interpret data and prepare a variety of technical reports and recommendations.
  • Ability to make timely decisions that ensure and maintain public safety and the integrity of the City's image in regards to changing traffic conditions, placement of traffic control devices, construction and
