POSITION PURPOSE


Reporting to the Manager, Capital Assets, is responsible for supervising the fleet activities and associated staff for York Region Transit, including the capital acquisitions of fleet and overseeing the operating maintenance of conventional, specialized bus rapid transit vehicles and battery electric buses.


MAJOR RESPONSIBILITIES

  • Oversees quality assurance on mechanical and body repairs conducted by contractors on YRT vehicles.
  • Supervises the preventative maintenance program, ensuring all maintenance repair and service work is adequately performed on vehicles.
  • Oversees Asset Works M5 asset management system, for YRT personnel and O&M contractors regarding maintenance, parts, scheduling, reports, administration, training, etc., for all levels of users, in coordination with ITS Branch, as appropriate.
  • Determines work flow and work process for vehicle maintenance, servicing, cleaning, and preventative maintenance programs as it relates to the integration of M
  • Develops short and long term fleet plans related to vehicle acquisitions, deployment to garage facilities, major refurbishing, and disposition.
  • Oversees the development and preparation of contract specifications for major capital work and new initiatives including developing RFP's, quotes and tenders, submitting RFP's, final selection of the contractors, and receiving revenue generated.
  • Ensures staff respond promptly to customer service complaints from CRM.
  • Develops and prepares the first draft of capital and operating budget for fleet; submits draft and supplementary information and data of business plan and budget for review by the Manager.
  • Monitors monthly expenditures to ensure operating programs are within budgetary limits.
  • Supervises staff, including recruitment, selection, hiring, assigning work, determining training and development needs, conducting performance appraisals and determining/recommending disciplinary action up to an including dismissal in accordance with collective agreements, Regional policies and practices.
  • Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and following all measures and procedures as required by the Occupational Health & Safety Act and Regulations and Regional policies.
  • Performs other duties as assigned to meet Branch and Department objectives.

QUALIFICATIONS

  • Successful completion of a Community College Diploma in Transportation/Fleet Management, Business Administration, Engineering or relate d field or approved equivalent combination of education and experience.
  • Minimum five (5) years of transit experience in transportation fleet management and bus operations, including demonstrated supervisory or leadership experience
  • Certification as a Motor Vehicle Mechanic 310T with diesel endorsement and Certificate of Qualifications and valid membership in the Ontario College of Trades and Apprentices, or equivalent postsecondary technical training/related experience is preferred.
  • Valid Ontario Class "B" driver's license with "Z" endorsement is preferred; free of serious offences under the Highway Traffic Act and reliable vehicle to use on corporate business.
  • Knowledge of garage maintenance practices, preventative maintenance theories, and applicable MTO, MOE, and MOL legislative requirements.
  • Knowledge of heavy transit vehicle maintenance, repair, and equipment.
