Accountabilities:


  • Review and evaluate technical drawings and submission materials, such as Site Plan drawings, architectural drawings, photometric plans, urban design briefs, wind studies, shadow studies, noise studies, heritage impact assessments
  • Conduct research and comprehensive analysis related to complex land use planning matters
  • Provide and contribute towards innovative planning and design solutions for proposed developments and site design, including fostering good design in terms of the built environment, intensification and public realm.
  • Negotiate to resolve conflicts between applicants, interested and affected parties, and agencies on a variety of planning and urban design matters
  • Preparation of Site Plan Agreements and securing necessary development related clearances
  • Member of the Site Plan Review Committee (SPRC)
  • Cochair or Chair the SPRC meetings from time to time, as required and assigned by the Manager of Development Planning
  • Strong organization skills required and ability to work collaboratively with others in a team environment
  • Liaise with the development industry and consultants with respect to planning, urban design, and related processes
  • Prepare and present professional urban planning advice and evidence at the Ontario Land Tribunal (OLT) on behalf of the City of Waterloo as an expert witness
  • A strong representative and ambassador for the City, promoting urban planning and customer service excellence
  • Other duties as assigned by the City's Manager of Development Planning or Director of Planning

Minimum Qualifications:


  • Bachelor's Degree or Master's Degree in Planning, Architecture, or related field
  • Minimum of three (3) years of land use planning, development and/or urban design experience
  • Experience and understanding of contemporary urban design practices, including a strong understanding of built form, public realm, community design, intensification, sustainability, and architectural best practices
  • Ability to read and comprehend technical drawings (e.g., architectural, building, landscape, engineering, surveys)
  • Demonstrated ability to make decisions, formulate planning recommendations, and exercise discretion, tact and sensitivity
  • Ability to successfully negotiate and liaise with partners, agencies, developers, consultants, and the community using strong communication, interpersonal, customer service and leadership skills
  • Excellent verbal and written communication skills
  • Ability to work independently and within a multidisciplinary team
  • Proven ability to prioritize, organize, coordinate and manage a variety of projects simultaneously while being adaptable to deadlines, time constraints and changing priorities
  • Ability to deal harmoniously and diplomatically with the general public, colleagues and elected officials
  • Strong computer skills and working knowledge of Microsoft Office
  • Knowledge of G.I.S., AMANDA and Bluebeam software is an asset
  • Local municipal planning experience and knowledge of the City of Waterloo is an asset
  • Valid MTO 'G' class driver's licence in good standing or access to reliable transportation for business use purposes is required
  • A Police Criminal Record and Judicial Matters check satisfactory to the city is required as a condition of hire
