***: Reporting to the Vice President, Finance and Business Systems, the Manager, Finance is responsible for assessing both accounting and administrative controls and ensure the utilization of ethical accounting practices and standards in accordance with the Ontario Broader Public Sector directives.

RESPONSIBILITIES:


Operations/Financial Management:


  • Oversees the daytoday management of the finance department activities, responding to questions and ensuring issues are identified and resolved.
  • Ensures all IHSA Insurance policies are renewed and coverage is appropriate.
  • Directs daytoday procurement, accounts receivables, payables, revenues and general ledger operations, identifying irregularities, resolving issues and ensuring practices and procedures are in compliance with IHSA policies and legislative regulations.
  • Oversees the inventory control and the procurement process of all IHSA products and services, ensuring current records of the organization's fixed assets and cash position are maintained, monitoring fund transfers and purchase order requests, and ensuring transactions are recorded and reported.
  • Develops and manages the implementation of internal policies and procedures relating to procurement, financial management, budgeting and accounting, to manage procurement and financial transactions and activities, ensuring appropriate routines and controls are established, journal entries are accurate and timely, and account reconciliation processes are developed and administered.
  • Review and monitor financial statements of departments and provide advice, assistance and guidance to departments on improving financial accountability, financial impact, and options for business solutions.
  • Collaborates with department/division management to coordinate the budget planning process, identifying operational and staff budget requirements, preparing projections and financial models as required, and ensuring financial information is gathered and consolidated for presentation to executive team.
  • Monitors revenues and expenses relative to the IHSA budget, identifying and explaining variances, recommending budget revisions as necessary and reporting any unusual transactions.
  • Manages monthly, quarterly, annual and ad hoc reporting processes, developing reporting schedules, preparing and presenting financial reports and ensuring deadlines are met.
  • Oversees tax management processes, ensuring taxable benefit and allowance remittances are prepared, distributed, and in accordance with applicable acts, statutes and regulations, and liaising with payroll, HR and internal financial accountant to coordinate and implement filing requirements.
  • Manages activities involving external financial, audit and government agency representatives, facilitating information exchange, responding to queries and providing explanations as required.
  • Ensures procurement activities are managed in accordance with IHSA and legislated policies and practices, reviewing contracts and reports as required and providing support in the resolution of nonroutine issues and disputes.
  • Provides training on procurement policy and directive to management staff and administrators involved in the procurement process.
