Be a part of the team that is modernizing the Zoning Bylaw and transforming the way we deliver land development services to support Edmonton's growth, change, and competitiveness as a major Canadian city.

The Zoning Bylaw team needs a Project Lead that is committed to making use of innovative approaches to land development service delivery and building consensus.

The anticipated outcomes of this work includes removing barriers to development and investment in Edmonton, enhancing the online customer experience, and streamlining the land development services as a result of the regulatory zoning changes.

  • Lead and manage complex implementation projects and components of the Zoning Bylaw Renewal Initiative
  • Develop systems and approaches that improve efficiency, consistency, quality of service delivery, stakeholder collaboration, advances equity, and fosters vibrant and inclusive communities
  • Challenge the service delivery status quo in a respectful and meaningful way with business areas
  • Coordinate and prepare implementation materials including updating web content, process materials such as jobaids, standard operating materials, 311 scripts, training videos, etc., as well as uploading content to the Knowledge Library
  • Participate and lead in the development of change management strategies and activities
  • Direct the production of public engagement materials to help residents understand complex regulations and zoning rules
  • Respond to Council requests and develop and lead Zoning Bylaw implementation projects
  • Work within a legal, policy, and administrative framework, including the Municipal Government Act, to ensure planning and development guidelines are followed
  • Build and maintain strong relationships within the department, across the corporation and with external city building partners
  • Address sensitive topics and situations or challenging stakeholders and resolve conflicts as they arise
  • Give direction to Planner I's and technical and support staff in the preparation of public engagement materials, reviews materials, and provide quality assurance of engagement information and documents
  • Coordinate and deliver education/training sessions for stakeholders and staff
  • Perform related duties as required

Qualifications:


  • Bachelor Degree in Urban Planning, or a related field such as Architecture, Landscape Architecture or Human Geography from a recognized postsecondary academic institution
  • 4 years of progressively responsible experience in urban planning, land use planning, project management, and change management
  • Eligibility or full membership in the Alberta Professional Planners Institute (APPI) and Canadian Institute of Planners (CIP) is an asset
  • Experience and skill in negotiation, issue and conflict resolution
  • Course work, training, or certification in project management, change management, facilitation, engagement, training or education delivery, process improvement or service design is an asset
  • Knowledge of planning legislation, land use planning principles, practices, and land development process and procedures
  • Applied knowledge of land use regulations, zoning bylaws, and the Municipal Government Act
  • Ability to create process maps and document technical business requirements
  • Excellent reportwriting, presentation, engagement and facilitation skills, as well as ability to present and collect information tactfully, reach consensus, gain acceptance, and ensure multiple stakeholders' perspectives and needs are met when advancing bylaw change
  • Willingness to take initiative, be selfdirected, and act confidently when making recommendations and taking positions
  • Ability to establish and maintain effective working relationships
