Job Summary:


Duties and Responsibilities:


  • Manages bidding issues and bid disputes
  • Manages the day to day aspects of the procurement function, including hiring staff and allocating resources
  • Provides ongoing training, mentoring and coaching to five direct reports
  • Manages Performance Development Process (PDP) for direct reports and deals with conflicts and performance/compliance issues
  • Approves contract awards, contract amendments and contract executions in accordance with the Procurement Bylaw and related policies
  • Ensures that the procurement of City goods and/or services is effective from a policies and procedures point of view and is compliant with policies, procedures, legislation, and legal requirements
  • Responsible for the development, implementation and maintenance of the Procurement Bylaw and related policies and procedures
  • Reviews new or changing legislation (e.g. trade agreements, accessibility standards etc.) to understand the impact on City procurement and proactively plans for change as required
  • Oversees the use of technology to compile statistics and metrics and generate reports, and for monitoring procurement performance

Skills and Qualifications:


  • At least 8 years of progressive procurement experience, preferably in the public sector
  • Certified Supply Chain Management Professional (CSCMP) designation from the Supply Chain Management Association of Canada (SCMA) or Certified Public Procurement Officer (CPPO) designation from the National Institute of Governmental Purchasing (NIGP)
  • Postsecondary education in a relevant field such as business, finance, public administration or related field of study, or a combination of education, training and experience deemed equivalent
  • Proficient knowledge of contract law and Canadian procurement law, trade laws, and of legal issues affecting procurement and emerging case law.
  • Strong leadership skills with direct experience supervising people and leading teams in procurement
  • Competency in a Windows based environment with a strong working knowledge of Microsoft Office products including Word, Excel, Outlook, PowerPoint and SharePoint; familiarity with ERP (Enterprise Resource Planning) systems (SAP S/4 Hana preferred) is required
  • Must have strong analytical, excellent written and verbal communication and organizational skills, with the ability to collaborate effectively with individuals and teams from diverse business units.

Hourly Rate/Salary:
$ 125, $ 167,401.00

Hours of Work: 35

Civic Centre (Most work is remote, with occasional attendance on site for meetings)
