PRIMARY FUNCTION


Serves as the business leader for perioperative services, ensuring cost-effective business operations, sound fiscal management, and standardization of equipment and supplies wherever possible.

Works closely with MMC, Finance department, clinical, operational and support leaders to develop, implement and monitor annual operating, capital budgets and business plans.

Leads the development of capital planning, identifying cost pressures and program needs, collaborates and supports initiatives to improve financial operations and performance.

Ensures successful business operations of service area by planning, administering, directing and coordinating all assigned business activities including information system operations, contract compliance and integrity as well as optimizing program revenue.

Leads identification and adoption of innovative business models and practices.


RESPONSIBILITIES & DUTIES INCLUDE:


Financial Management

  • Administers and oversees required department financial policies and procedures, including supply and equipment plans and strategies
  • Manages the development, implementation and evaluation of financial management processes that support increased quality, decreased cost and improved service
  • Oversees the preparation of financial forecasts, budgets and related analysis of variance to actual results (ie. material management supplies, funded volumes)
  • Identifies and analyzes budget variances and collaborates with leadership to resolve issues with financial reports monthly; notifies leadership of unusual trends
  • Responsible for creating and maintaining financial reports which assist leadership team in analyzing the budget status of the department
  • Provide analytical and consultative support to leaders to promote effective understanding and evaluation of financial information

Supplies Management and Optimization of Procurement

  • Work with OR Supply & Equipment Technicians to optimize supply purchase/utilization for perioperative services
  • Manage supply chain for surgical services and department contract negotiations in conjunction with MMC/hospital procurement team (purchase, receiving, tracking, inventory/supplies, accurate payment to vendors)
  • Provide for the ongoing support of cost effective use of supplies, including working with staff and physicians to improve compliance on standardization of products, optimizing pic lists, avoiding unnecessary special orders and minimizing waste
  • Monitor / optimize rebates and valueadds as needed
  • Identify and promote opportunities to improve product utilization

Capital Equipment Planning and Procurement

  • Manage capital equipment process for the Surgical Services areas
  • Work with clinicians, surgeons and nursing staff to identify capital needs for the annual capital forecast
  • Obtain capital bid quotes; coordinate equipment evaluations with staff and surgeons
  • Oversee management of service contracts, equipment repair, maintenance, loaner and replacement process in collaboration with Bio-Engineering, Surgical Services leadership and staff
  • Monitor use of loaner equipment, optimizing utilization & utility while minimizing fees, penalties, transportation issues and storage

Analysis and Utilization of Perioperative Performance Data

  • Manage and coordinates the performance improvement quality assurance process including preparation, analysis and submission of required reports (i.e. SETP data)
  • Create, develop and maintain information systems to assist leaders in strategic decision support and monitors the system for charging of supplies and procedures
  • Maintain information to ensure revisions, additions and deletions of items match the system
  • Ensure pick lists are maintained and uptodate
  • Ensure appropriate documentation of supplies and equipment in surgery

Innovation and Revenue Improvement

  • Work with appropriate stakeholders to investigate new technologies and document valueformoney or ROI on new products
  • Coordinate the program process for requesting new products and technologies
  • Support development of business plans for new technologies/ procedures under direction of POD
  • Review and optimize revenue (3rd party, WSIB, direct pay etc.) for surgical program and ensure OHIP care is protected

BASIC QUALIFICATIONS:


  • University degree in Nursing or Business Administration or equivalent in management experience
  • Completion of Master's degree in Nursing, Allied Health, Business/Health Administration considered an asset
  • 35 years healthcare experience
