CHIEF, REAL PROPERTY:

The Capital Stewardship Branch is looking for a Chief, Real Property for an indeterminate position. The position is classified as an RÉ-07 ($105,786 to $136,312 per annum).

DETAILED JOB DESCRIPTION

Reporting to the Director, Official Residences, the Chief, Real Property ensures the sound stewardship and development of the Official Residences' buildings and infrastructure.

The individual manages a team of facility and project management professionals and applies best practices to maintain these residences in the best possible condition and to the highest standards.

The Chief, Real Property develops and recommends annual and long-term capital and operational work plans.

The individual also ensures excellent stakeholder relations through communication and engagement strategies, striving to understand and respond to their requirements for an efficient delivery of their respective mandates.

The Chief, Real Property works closely with the leadership of other divisions such as the Heritage Program, Design & Construction and Corporate Services to develop and maintain the portfolio in alignment with National Capital Commission (NCC) policies and objectives.

Alongside their team, the individual represents the NCC in discussions with the staff and occupants of the Official Residences as well as other important stakeholders such as the Royal Canadian Mounted Police and the Privy Council Office.


ESSENTIAL QUALIFICATIONS:


EDUCATION:

Degree from a recognized post-secondary institution in a field related to the position such as Building Sciences, Engineering, Business Administration, or an acceptable combination of post-secondary education, training and experience related to the position.


EXPERIENCE:


A minimum of six (6) years of experience working in real property and asset management, with legislation and policies relevant to the management of federal real property.


  • A minimum of five (5) years of experience in each of the following criteria:
  • Planning and delivery of capital projects and associated policies and best practices;
  • Preparing, writing and presenting reports, data analysis, briefing materials and making recommendations on complex operational issues;
  • Establishing and maintaining strategic partnerships with various stakeholders;
  • Managing of human and financial resources.

KNOWLEDGE

  • Of project and property management principles and best practices;
  • Of various construction delivery models;
  • Of building systems and maintenance;
  • Of the Microsoft Office Suite (Word, Excel, Project, Power Point, Outlook, etc.).

ABILITIES

  • To analyze complex information, develop creative solutions and make recommendations;
  • To communicate effectively both orally and in writing;
  • To negotiate and manage relationships with internal and external stakeholders;

CONDITIONS OF EMPLOYMENT

  • Possess or eligible to obtain Top Secret security clearance;
