Qualifications:

Essential:


  • A degree in social sciences or related discipline. An equivalent combination of education and work related experience may also be considered.
  • Experience conducting research and analysis for policy/project development, implementation and evaluation.
  • Experience facilitating small and large groups, with an ability to foster positive collaboration and build strong working relationships with internal and external stakeholders.
  • Ability to work effectively independently and in a team environment, with multiple competing pressures and deadlines.
  • Excellent verbal communications skills, with the ability to facilitate and present information to a variety of audiences in a clear and professional manner
  • Excellent written communication skills, with experience preparing and writing clear, concise documents and detailed analytical reports with a high degree of accuracy and for a variety of audiences
  • Proficiency in Microsoft Office software, particularly MS Word, Excel, PowerPoint and Outlook.

Desired:


  • Experience with innovation processes and approaches. Preferably some level of training with different innovation tools.
  • Knowledge of social financing tools (e.g. Social Impact Bonds)

Duties:


The Social Innovation Office (SIO) liaises with Manitoba government departments and external partners to find new ways of solving complex social and environmental problems.

Reporting to the Manager of the SIO, the Program and Policy Analyst uses a strong customer service approach to support social finance and social innovation projects and conducts research and analysis of both existing and innovative government policies and programs.

The Analyst works on an interdisciplinary team and acts as a research and evaluation consultant to other departments on highly complex projects, using rigorous design and evaluation processes.


The Analyst is expected to be proficient at supporting the development and management of outcomes-based social financing projects including the necessary research and analysis, preparation of a variety of authority seeking documents and presenting to both internal and external committees about various projects.

The Analyst facilitates, designs, and leads large-scale sessions using social innovation strategies (e.g. Human Centred Design, innovation engineering) for project-based innovation solutions. The Analyst also supports the planning, creation, and maintenance for all SIO communications and marketing.
