- Manage and administer contracts through the design and construction phases of capital projects, delivering projects on time and on budget.
- Plan and manage budgets and process associated financial statements.
- Provide direction, technical information and evaluation relating to constructing infrastructure and project feasibility to stakeholders, based on Canadian Construction Documents Committee documents and other standard forms.
- Analyse location, site development, scope of work budget estimates, funding and timing of work.
- Working with the Finance Division in preparing, tendering, and awarding RFP's and contracts, soliciting expression of interests, design and design review.
- Manage the work of consultants and contractors.
- Effectively communicate, liaise, and direct the work of all relevant stakeholders and customers.
- Providing guidance and support to planning within the framework of the City's 5-year capital plan, sustainability policy, space guidelines and the departmental service plan.
- Creation of detailed cost estimates for building project budgeting purposes.
- Apply for and obtain building permits and participate in or lead Rezoning, Advisory Design Panel and Development Permit applications
- Provide oversight of amenity projects acquired by the City through development: Coordinate program and design requirements with internal stakeholders; Engage the services of an architect consultant for the design of the amenity as required; Serve as the single point of contact on the amenity project for the developer and all internal stakeholders from the beginning of the project through to commissioning and transition of the facility to operation; Work with the developer's design team to ensure an understanding of the City requirements; Perform quality assurance to ensure the facility is constructed as per the City's requirements.
- Knowledge of contract law and other regulatory and contract management risks and issues.
- Technical skills in municipal and/or building engineering; knowledge of relevant construction techniques.
- Demonstrated experience with, ability in, and knowledge of contract management, project management and negotiations for capital projects of varying type, size and complexity. Duties span the full project lifecycle, from preparing needs analyses and developing scope and schedules, to assisting with procurement, to detailed tracking of progress and forecasting final costs, to project close-out.
- Ability to lead and manage staff and outside project management service providers in a collaborative team approach.
- Ability to coach and train other staff members in a collaborative team environment.
- Ability to satisfy a wide array of customer, environmental, code, and technical requirements or issues and develop creative solutions.
- For CBPD, knowledge of high performance building systems and design, LEED-Gold requirements and processes, and other sustainable and green building practices.
- Ability to prepare effective briefings, reports and presentations, demonstrating excelled written and oral communication skills to a wide variety of audiences including public committees.
- Positive attitude and ability to interact positively with stakeholders, and excel at customer service.
- Ability to exercise sound judgement and decision making.
- Skill in the use of MS Office Software including Excel, Word, and Outlook, as well as GIS.
- Registration with the relevant professional association in British Columbia (EGBC, AIBC, ASTTBC).
- Valid Class 5 Driver's Licence for the Province of British Columbia.
- Registration with the Engineers and Geoscientists British Columbia.
- Project Management Professional (PMP) credential recommended.
- Leadership in Energy and Environmental Design (LEED) Certification is an asset.
- Facility Management Program (FMP) certificate is an asset.

Project Manager
Overview
The Project Manager serves as a part of the professional technical team responsible for helping the Engineering team deliver the annual Capital Buildings Project Development (CBPD) Program.

Qualifications and Experience:
University Degree in Architecture or Engineering or AsCT (Applied Science Technologist) Diploma in Engineering Technology, with registration in the relevant professional association in British Columbia, plus at least five (5) years related experience including a combination of engineering and project management experience in design, construction, consultant administration, and contract administration. An equivalent combination of education and experience on large building infrastructure projects would also be considered. Experience in municipal or consulting engineering would be desirable.

Duties are mostly performed in an office environment, with some field work, including construction site visits and inspections.
