    Senior Project Manager


    Overview
    Capital Buildings Project Development (CBPD) is responsible for project management for existing and new buildings for the City of Richmond. CBPD works to fosters and enrich an inviting and functional environment that welcomes and supports employees and the community. The CBPD team works to ensure a high standard of customer service delivery, as well as the provision of capital projects, and effective, efficient and safe performance for the operation and maintenance of City buildings.

    Reporting to the Manager, Capital Buildings Project Development, this position provides direction and leadership in the planning and delivery of new capital projects and major maintenance for the City. This position leads project stakeholders (staff, public, associations and others) through the capital planning process, providing guidance and support to planning within the framework of the City's 5-year capital plan, sustainability policy, space guidelines and the departmental service plan. The Senior Project Manager utilizes their extensive knowledge of capital project management, planning, design, construction and project administration to deliver on their responsibilities in a manner appropriate for the project conditions.

    The Senior Project Manager is responsible for the development and definition of project scopes, schedules and budgets, as well as oversight of project consultants for the delivery of feasibility/concept level studies, schematic designs, design development, permit applications, and the necessary internal reviews, approvals and reporting as required for the project. The role will require follow-through of project implementation, including the oversight and management of consultants and/or self-performing for the development of construction documents, project tender, tender award and construction administration. Responsibilities include the understanding and use of the City's standard form of consulting and construction contracts, Construction Manager Master Agreement, supplementary conditions, RFP, EOI, RFQ templates, and related template forms and letters.

    This position also will lead the planning of additions and renovations to existing City buildings and spaces, and at times pre-plan major projects in advance of turn-over to Facilities Management staff members for operation.

    The Senior Project Manager liaises with all City departments, primarily Finance, Purchasing, Facility Management, Occupational Health and Safety, CBPD Project Planning, city trades, external/internal regulatory agencies, and industry related consultants / organizations. In a senior capacity, the Senior Project Manager will either self perform, or oversee Project Managers/Project Coordinators to complete key areas of work.

    Examples of key responsibilities include, but are not limited to:
    Project Administration

  • Maintain up-to-date best practices and implement standard project management work flow procedures, forms and templates for managing major construction projects.
  • Develop, implement and maintain a Project Plan that ensures proper and adequate scheduled review of project milestones, Council approvals, budgets and consultant submittals with city stakeholders.
  • Enter and track project information in the in-house capital project software.
  • Establish Project Budget Control reports to identify the approved budgets, cost tracking and the forecasted total project costs. Maintain and update financial documentation.
  • Maintain records of consultant and contractor performance.
  • Coordinate post project reviews and oversee/impart the implementation of lessons learned from reviews into future capital planning processes.
    Consultant/Contractor Procurement and Development of Contract Documents
  • Maintain current knowledge of relevant legislation, regulations, bylaws, policies, guidelines and best practices to ensure procurement and contracting procedures and documents align with industry and city standard practices and procedures.
  • Write RFP's, EOI's, tender documents etc., for consulting services, and liaise with the Purchasing Department as may be required for consultant and contractor procurement.
  • Manage consultant and contractor teams to ensure delivery of full scope of services, and evaluate performance.
  • Negotiate and administer contracts and resolve conflicts and complex problems related to completion of construction, liaising with the Manager to resolve contractual disputes.
  • Assemble and prepare consultant and contractor contract documents as required for provision of project related services.
    Project Design Review
  • Provide capital project planning information, recommendations and support to staff across City departments.
  • Oversee the project design delivery process, review design options with the Project Team, request revisions and undertake value analysis processes as may be required, and make recommendations to the Manager for approval based upon alignment with project requirements.
  • Oversee design review, check consultant design documents for accuracy, completeness, appropriateness, and conformance to City policy, bylaws, contract requirements, regulations, guidelines and standards.
  • Liaise with other city departments for managing developer driven amenity contributions to the City. Ensuring the City receives facilities that meet City of Richmond standards.
    Sustainability Initiatives
  • Contribute to implementation of the City's High Performance Building Policy and coordinate requirements into project documents, processes and procedures.
  • Identify and manage project initiatives for CBPD as a result of the High Performance Building Policy by ensuring high performance and green building standards are incorporated into capital projects, facility renewals and improvements.
    Building Condition Assessments
  • Develop written scopes of work for the hiring of professional consultants to undertake building conditions assessments and planning functions.
  • Manage the consultant building investigations and review / critique draft reports with the Project Team, request revisions as may be required, and make recommendations to the Manager for approval based upon alignment with project requirements.
  • Liaise with Facilities Management staff for input into building conditions assessments.
  • Implement and utilize reports from building condition assessments in the preparation of project planning strategies and project budget development.
  • Define and arrange for special consulting services as may be required for projects, special studies and reports.
    Knowledge, Skills & Abilities:
  • Demonstrated knowledge of legal aspects of construction contract law.
  • Extensive knowledge of capital project management, for construction projects of varying type, size and complexity.
  • Knowledge of high performance building systems and design, LEED-Gold requirements and processes, and other sustainable and green building practices.
  • Knowledge of the safety hazards associated with the work.
  • Ability to provide effective briefings, seminars, presentations, to Council and both small and large audiences.
  • Management / supervisory experience in the hiring and oversight of industry professional consulting and contracting services.
  • Ability to lead and manage staff and outside project management service providers in a collaborative team approach.
  • Ability to coach and train other staff members in a collaborative team environment; and,
  • Ability to create detailed major capital project budgets with line item expenditure allowances, manage commitments and forecast final costs day-to-day during project delivery.
  • Ability to lead public sector procurement processes adhering to bylaws, policy and provincial standards, with understanding of private sector project delivery processes.
  • Ability to work safely on construction sites.
  • Positive attitude and ability to interact positively with stakeholders while excelling in customer service.
  • Ability to exercise sound judgement and decision making.
    Qualifications and Experience:
    A University Degree in Engineering or AsCT (Applied Science Technologist) Diploma in Engineering Technology, with minimum 10 years relevant experience, including a combination of engineering, project management and supervisory experience in large building construction, government, renovation and maintenance, responsible for planning, design and construction including contract and project administration and contract dispute resolution. An equivalent combination of education, training and experience could also be considered. Preference may be given to applicants with experience gained in large, complex and/or unionized environments.

    Preferred Qualifications:
  • Project Management Professional (PMP) credential recommended.
  • Leadership in Energy and Environmental Design (LEED) Certification is an asset.
  • Member of the Architectural Institute of British Columbia (MAIBC) is an asset.
    Working Conditions:
    Duties are mostly performed in an office environment and requires flexibility to work weekends or after hours in accordance with project schedules. Some field work including construction site visits and inspections where there may be exposure to height conditions, noise, untidy and potentially hazardous site conditions during construction and/or including exposure to weather conditions.
