As the Policy & Process Analyst/Trainer,
you will:

  • Identify training needs, develop programs and materials, and train subordinates and staff of other branches, divisions and departments on materials management matters. For this position, concentration will be in the skills of specification and specification template development.
  • Participate in Continuous Improvement Program to provide quality customer service. For this position, the continuous improvement will concentrate on training delivery and development and collecting and analyzing relevant data.
  • Assist in developing and implementing materials management policy and standards.
  • Act as liaison with other departments, other levels of government, external organizations and individuals regarding work methods, process improvements and implementation.
  • Provide technical assistance to other branches, divisions and departments.
  • Assist in directing the activities of the Division to ensure the effective and efficient operation of the Division.
  • Act as Bid Opportunity and Construction Services Specialist, Contracts Supervisor and Procurement Coordinator in their absence.

Your education and qualifications include:


  • Bachelor's Degree or Certificate in Business Administration, Public Administration, Education or Law. An equivalent combination of education and experience is acceptable.
  • Supply Chain Management Professional designation, or equivalent.
  • A certificate in Technical Writing would be considered an asset.
  • 2 years prior related work experience in procurement including experience training and ability to write training programs.
  • Good oral communication skills.
  • Good written communications skills.
  • Ability to work in a team atmosphere and facilitate group processes.
  • Ability to plan and administer a diverse workload and to set and change priorities.
  • Ability to conduct research and analyze data.
  • Ability to identify opportunities and risks.
  • Ability to work with a variety of automation programs, including word processing.
  • Ability to develop and present adult training programs.
  • Ability to understand system design concepts and work methods to develop and implement process improvements.
  • Ability to assume higher level duties and responsibilities when required.
