Role and Responsibilities

Responsible to oversee Operational Evaluation (OE) courseware, instructor readiness and training device readiness.

This includes building and guiding a (indirect reporting) team of instructors for all upcoming OEs, planning OE development activities, training pilots in quality assurance, tracking OE deliverables, acting as the spokesperson for the Operational Team at OE events, and participating in OE activities leading to successful OE outcomes and as a result, Entry in Service (EIS) of OEM new aircraft or new aircraft variants.


The OE Manager & Strategists duties will include:
Determine operational evaluation team members ensuring that qualified instructors are made available to work in tight collaboration with the CAE courseware development team
Attend meetings with aircraft Original Equipment Manufacturer and Operational Evaluation team members and document agreements/findings, drive both the Action and Risk registers
Participate (assist) with the review of the proposed training programs with the evaluation team members
Assist with resolution of open issues between the participating aviation authorities and the manufacturer
Maintain oversight of Operational Evaluation training materials/deliverables and ensure appropriate revisions are completed and communicated
Ensure compliance matrices are accomplished as required to meet Regulatory Requirements

Ensure that the OE Team adheres to the Quality Assurance Process and provide Quality Assurance Training to the OE Instructor Group.

Mitigate the impact of late deliverables or last-minute changes from the OEM
Build relationship with the OEM as well as with customers by participating at OEM Advisory Committee Meetings
Liaise with industry leaders to look for new ways of developing training material

Create a database of Lessons Learned from prior Operational Evaluations, track the key takeaways, and ensure best practices are built into the required steps to get to EIS in the most efficient and effective way possible.

Ensure that the OE development supports the strategy of CAE business as the Worldwide Customer Training Provider of choice
Look for key growth opportunities for training needs outside of the Operational Evaluation environment
Proactively assess, clarify, and validate customer needs on an ongoing basis as they relate to training

Actively gather competitive intelligence within the aviation industry, including client groups, competitors within the industry, and government departments so as to drive new aircraft training in a direction that delights the customer while enhancing safety and building business efficiencies.


Qualifications:

Thorough understanding of the OE procedures and processes
Clear understanding of the FSB procedures, FAA Order and the appropriate Airman Certification Standards (and equivalent documents/regulations from other National Authorities)
Clear understanding of Foreign aviation authorities' responsibilities and delegations
Project/Program Management skills
Excellent interpersonal and organizational skills
Possess above average verbal and written communication abilities in English
Continuously drives toward process improvement
Ability to focus and work in a fast paced 24/7 environment
Readily accepts change and adjusts accordingly

Additional/Asset List Experience
Holds or held an Air Transport License/certificate, or equivalent
Holds or held applicable type rating with operational experience on at least two of the type certificates associated with the applicable simulator types (additional type ratings are an asset)
Previous experience as Part 142 instructor
Previous experience in a leadership position
Previous experience as a lead in one or more Operational Evaluations
Ability to work flexible hours in a 24/7 environment
