Position Summary:


Working with the Manager, Facilities Systems Engineering, the position has oversight of the GTAA Operational Technology (OT) infrastructure with an emphasis on technical excellence and protection to the public.


Since control systems are integral to airport critical systems (airfield lighting, baggage handling, life safety, mechanical systems, etc.), the Senior Controls Specialist will collaborate with multiple collaborators (operations, maintenance, IT, non-GTAA partners, etc.) and will organize and lead a consensus of decisions on policies, principles, services, standards, guidelines, and common solutions for the betterment of the organization.


Key Accountabilities:


  • Facilitate the alignment of technology, and technology solutions with business needs, enhance the value from OT infrastructure investments, and guide future technology planning/strategy
  • Establish and lead third party vendor relationships and collaborate with professional and technical staff including architects, engineers, consultants, construction staff, and other partners
  • Provide OT governance and ensure OT Cybersecurity by leading vendors in the creation of a 5year OT Cybersecurity roadmap and management of any associated action items
  • Draw from industry practices to create, own, and maintain technical standards, specifications, OT asset inventory and governance policy for OT systems and processes
  • Ensure compliance with applicable codes, standards, and the GTAA Construction code
  • Provide OT architecture knowledge, study proprietary in nature architectures and task specific systems and focus on protocol duplication
  • Coordinate and lead all aspects of 3rd party vendors in OT system inspections, audits and thorough review of existing systems; validate the reports and communicate deficiencies and corrective actions
  • Lead and complete technical work tasks by ensuring vendor compliance, identifying risks, discussing agreeable settlements or workarounds to nonconformance issues and championing resolutions
  • Maintain the highest standards of technical excellence and safety within the approved parameters of cost, time, quality and program
  • Compose and calibrate restoration plans to ensure the optimal performance, innovative technologies, return on investment and value engineering tradeoffs in the sustainment of capital assets
  • Provide technical content, strategy recommendations, and replace/repair analysis services in the preparation of project documents and contracts
  • Research technological innovation, opportunities for integration and reimagining the future for GTAA OT

Qualifications:


  • Postsecondary degree in Electrical Mechanical, Mechatronics, Aerospace, Chemical, Computer Engineering or Computer Science
  • Licensed Professional Engineer with Professional Engineers Ontario (PEO), preferred
  • Four (4) years experience in a similar industrial position with control and general electrical systems including specification, implementation, construction, commissioning, maintenance and report writing
  • Experience designing, programming, commissioning and maintaining of Rockwell/Allen Bradley SLC500, Control Logix, ControlNet and HMI systems
  • Contract and vendor management experience
  • Experience with policy, standards and protocol development and implementation in related field in large organizations
  • Able to obtain and maintain Transportation Security Clearance

  • Governance and cybersecurity

  • Working knowledge of Professional Control Systems (PLC) and Electrical Engineering principles, theories and practices networks, SCADA systems, power systems (control system architecture, control philosophies, logic diagrams, programming, system safety design, electrical design/construction, operations and maintenance)
  • Knowledge of Engineering Principles
  • Canadian Codes and Standards and Life Cycle Costing
  • Strong business acuity, interpersonal, negotiation and communication skills
