Overview:


The Waste Reduction & Recycling Coordinator is a broad functioning position in managing and developing waste reduction and recycling initiatives for the City of Richmond.

The job requires a high level of operating efficiency to set objectives for operating programs, research and development of new programs, undertaking communications planning, undertaking project management, serving on regional working committees and conducting comprehensive and ongoing evaluations to measure trends related to the work.


Examples of key responsibilities include, but are not limited to:

  • Researching, evaluating and formulating recommendations on new initiatives relating to various waste reduction, recycling and solid waste management programs designed specifically to increase recycling and waste diversion rates in the single-family, multi-family and commercial sectors, public spaces and community event recycling and at City facilities.
  • Administering City policies and bylaws related to solid waste management programs.
  • Researching and monitoring existing and proposed federal and provincial regulatory actions in relation to solid waste, recycling, and circular economy strategies. Evaluate impacts and propose strategies and approaches to ensure the City remains a leader in recycling and waste recovery programs and services.
  • Formalizing and expanding volunteer initiatives, including those designed to promote youth engagement.
  • Researching partnership opportunities with the school district and other agencies.
  • Developing communications plans, strategies and related communications elements. Undertaking communitybased social marketing programs to establish community support for waste reduction and recycling, including acting as a media spokesperson.
  • Administering various recycling programs as assigned, including pilot and reuse initiatives.
  • Developing contracts, agreements, business plans, tender documentation and bylaws as part of implementing new programs.
  • Identifying, formulating and developing various measurement tools to evaluate the individual and collective success of new and existing programs.
  • Liaising with internal and external clients to articulate the City of Richmond's position on waste reduction and recycling and in relation to the development of regional waste management programs.
  • Communicating Richmond's position on waste management verbally and in writing to Council, Committees, other levels of government and the community.
  • Attending meetings and events outside of standard working hours.
  • Supporting other aspects and new/existing pilot initiatives relating to solid waste and recycling services and programs as assigned

Knowledge, Skills & Abilities:


  • Knowledge of waste reduction and recycling practices, policies and legislation and the impact at municipal, regional, provincial and federal levels.
  • Knowledge of the City of Richmond's policies, practices and procedures in relation to solid waste management and recycling services.
  • Knowledge and ability to prepare and present draft budgets for review, including undertaking business case analysis.
  • Skill in designing, delivering and evaluating communications strategies and related program elements, including social media and community based social marketing.
  • Skill in project planning, project management, research and critical analysis, with ability to make recommendations and decisions based on analysis.
  • Ability to undertake research into various environmental topics and prepare recommendations, including drafting policy reports and memorandums.
  • Ability to effectively communicate Richmond's position in written reports and oral presentations to Council, Committees and other levels of government.
  • Ability to interpret and convey a sound knowledge of procedures, rules, regulations and City Bylaws regulating departmental activities to the public.
  • Ability to deal tactfully with the public, in person, by telephone and electronically, in a courteous, professional and effective manner.
  • Ability to work within broad framework to ensure municipal initiatives in waste reduction and recycling comply with regional and provincial initiatives.
  • Ability to work effectively in a teambased environment and mentoring role with other staff involved in program coordination and community outreach.
