Its mandate is to support and enhance a responsive, comprehensive, regionalized health care system that promotes and provides for the physical, mental and community health of all British Columbians.


The Finance and Corporate Services Division supports the Ministry Executive and programs by managing and ensuring a consistent approach to financial and corporate issues.


The services are provided through seven branches:

Financial Operations, Financial Analysis and Decision Support, Regional Grants and Decision Support, Audit and Investigations, Business Financial Transformation, Capital Services, and Logistics Strategy.

These branches provide financial advice and assist programs to meet their strategic goals and operational plans, and ensure compliance with relevant legislation, regulations and central agency directives.


The PharmaCare Audit Team Lead plans, directs, and conducts specialized on-site and desk audits to ensure PharmaCare paid claims are in compliance with the _Pharmaceutical Services Act,_ the _Health Professions Act, _the _Pharmacy Operations and Drug Scheduling Act,_ the _Provider Regulation,_ the _PharmaCare Enrolment Agreement, _and PharmaCare policies and procedures.

The Team Lead is required to prepare clear and concise audit reports based on Generally Accepted Auditing Standards. The audits may result in the recoveries in excess of $4 million annually.

PharmaCare Audit is responsible for reviewing PharmaCare claims submitted by 1,400+ licensed pharmacies in British Columbia.

The Team Lead contributes to the development and implementation of comprehensive professional audit policies and procedures including the PharmaCare Audit, audit procedures manual.

The Team Lead must be able to independently conduct, and complete ongoing audit projects as assigned, interpret statistical data, including quantification of non-compliant claims.

Audits may result in making recommendations to Pharmaceutical, Laboratory and Blood Services Division for changes to policies and procedures.


Job Requirements:


  • Chartered Professional Accountant (CPA), Certified Internal Auditor (CIA) or a Certified Fraud Examiner (CFE) and two (2) years audit experience OR
  • Bachelor's Degree in Finance, Accounting, Science, or a related discipline plus a minimum of three (3) years audit experience OR
  • An equivalent combination of education and related experience may be considered.

Related experience must include:


  • Minimum three (3) years experience in complex financial, procedural and/or compliance auditing.
  • Minimum two (2) years experience with oral and written communication skills regarding topics of a sensitive nature, with a proven track record of demonstrating accuracy, confidentiality, and discretion.

Preference may be given to applicants with one (1) or more of the following:

  • Recent supervisory experience.
  • Experience in statistical sampling techniques and extractive audit procedures utilizing advanced software packages such as MicroStrategy.
  • Experience collecting and organizing materials under tight deadlines with limited supervision.
  • Currently enrolled in a CPA designation program.
  • Government financial compliance, auditing, or investigative experience.
  • Pharmacy Assistant/Tech Program, or community or hospital pharmacy experience.
