Main Purpose & Function

The Senior Active Travel Encouragement Lead (Team Lead III) oversees the City's active transportation encouragement initiatives within the Community Transportation Branch.


The Team Lead III will lead the implementation of the City's Transportation Demand Management (TDM) Action Plan in order to increase the use of sustainable transportation and reduce private vehicle trips.

The TDM Action Plan is part of the City's Climate Emergency Action Plan.

Key responsibilities include overseeing the School Active Travel Program and providing strategic oversight for 'Walk Bike Roll' programs, campaigns, research and events.


The Senior Active Travel Encouragement Lead (Team Lead III) reports to the Manager, Community Transportation and supervises five full-time staff dedicated to encouraging sustainable transportation.

This role works closely with Civic Engagement and Communications as well as the Sustainability, Transportation Planning and Traffic and Data Management branches.

Key external partners include the Vancouver School Board, TransLink, the Province, and non-profit organizations


Specific Duties & Responsibilities

  • Provides leadership and guidance to the active transportation encouragement team, including hiring, assigning responsibilities, evaluating performance, coaching, mentoring, training and development
  • Leads an integrated sustainable transportation encouragement work plan, including managing the annual budget
  • Develops and executes strategic and tactical stakeholder engagement and communication plans with key program partners.
  • Oversees the development of implementation plans, marketing campaigns and programs for employers, schools, visitors and residents
  • In consultation with Corporate Communications and other senior managers, creates a variety of communication tools to inform residents and businesses about key activities and outcomes including a website, news releases, display materials, advertisements, etc.
  • Leads program development for new sustainable travel initiatives, including identifying deliverables, timelines and program/project goals. Plans new programs of work by identifying scope, coordinating budget and staff resources and mapping out risks and project management approach.
  • Oversees research related to transportation behaviour change and trends
  • Provides strategic divisional advice on best practices for encouraging active transportation
  • Leads procurement for consultants and suppliers, and oversees implementation of contracts
  • Other duties/responsibilities as assigned

Qualifications

Education and Experience:

  • Bachelor's degree in Communications, Public Relations, Journalism, Public Administration or a related discipline is required. A degree in Planning with a focus on Transportation Demand Management is considered a strong asset
  • A minimum of 6 years' experience leading active transportation programming with a significant focus on communications and program development or an equivalent combination of training, education and experience
  • Considerable experience providing advice to senior managers and/or politicians
  • Experience managing and supervising staff

Knowledge, Skills and Abilities:

  • Considerable knowledge of and demonstrated skills in developing and implementing all facets of strategic and tactical active transportation campaigns and programs
  • Some knowledge of the City of Vancouver's transportation planning policies and trends
  • Demonstrated skill in managing sensitive, contentious and complex issues involving multiple and diverse stakeholders with skill, tact and diplomacy
  • Demonstrated skill in establishing and maintaining good working relationships with internal and external stakeholder groups/partners both in routine and in controversial, stressful, and politically dynamic situations
  • Excellent interpersonal skills and patience to deal tactfully with staff and the public
  • Ability to exercise sound judgment and discretion
  • Knowledge of the City of Vancouver's transportation planning policies and trends
  • Ability to lead a team and work well in a team environment under tight deadlines
