Description

The Canadian Mental Health Association, BC Division is seeking a Provincial Manager, Independent Rights Advice Service (IRAS), who will be responsible for supporting the launch of a new province-wide independent rights advice service for involuntary patients under the Mental Health Act.

The service will be designed and delivered using a partnership model that brings together multiple organizations and stakeholders.

The role will be responsible for leading a core IRAS Infrastructure and Leadership Team at CMHA BC and working collaboratively with a group of organizational partners to develop the service (Partners).

At CMHA BC, the Provincial Manager, IRAS, and the IRAS Infrastructure and Leadership Team will be responsible for providing backbone support for the IRAS Governance Committee, as well as developing service standards, quality assurance and complaints processes, IT infrastructure, business continuity plans, and reporting structures.

This role will be a keystone to the partnership model envisioned for the IRAS service.

Success in the role will require an appreciation of collaboration and sharing power, recognition of multiple forms of expertise and knowledge, comfort with ongoing learning, and the ability to problem solve in a relational and effective way.


DUTIES AND RESPONSIBILITIES

IRAS Governance Committee and Partnership Support

  • Provide backbone support for the IRAS Governance Committee, which will be made up of people with lived and living experience of involuntary treatment, stakeholders, and Partners.
  • Support strong communication amongst the IRAS implementation staff, Partners, and the IRAS Governance Committee.
  • Ensure the Committee of kept apprised of and informs high level decisions during the development and implementation of the IRAS through project planning and regular reports to the Committee.
  • Help identify risks and problems for the IRAS Governance Committee and support the Committee to address issues collaboratively.

Service Development and Implementation

  • Develop and oversee subcontracts with IRAS Partners and other service delivery organizations to ensure consistent and highquality service throughout the province.
  • In collaboration with other Partners, recruit and retain Casual Rights Advisors.
  • Develop and implement IRAS service standards, quality assurance framework, privacy and other shared operational policies, complaints process, business continuity planning, and other operational needs to support the IRAS service.
  • Support collaborative and responsive problemsolving and service adaptation as needed.
  • Oversee the development and maintenance of IRAS IT infrastructure, including service website (content to be developed by a Partner), intake and scheduling tool, information management database, and shared online platform for service providers.
  • Act as primary contact for government staff overseeing IRAS contract, including providing reporting data as needed.
  • Contribute to evaluation(s) of the IRAS service.

Human Resources and Fiscal Management

  • Support the recruiting and onboarding of the IRAS Leadership and Infrastructure staff team at CMHA BC.
  • Provide ongoing supervision and support for the IRAS Leadership and Infrastructure staff team at CMHA BC.
  • Support the collaborative development of a shared Rights Advisor job description and contribute to the recruitment processes of IRAS positions at Partner organizations as needed.
  • Implement and monitor IRAS service budgets to ensure costeffectiveness and program accountability, with the support of the IRAS Governance Committee.
  • Develop and produce confidential timely project reports, updates, and briefing notes to Senior Leaders and Advisory Council.
  • Other duties as needed.

QUALIFICATIONS

Education & Experience

  • A postsecondary degree (graduate degree preferred), preferably related to public policy, law, public health, mental health and substance use, or a similarly relevant discipline.
  • Demonstrated leadership experience in relation to large or complex service delivery projects.
  • Demonstrated experience with engagement and partnershipbased projects.
  • Demonstrated experience codeveloping services with people with lived and living experience relevant to the service.
  • Personal experience with mental health issues, services, or involuntary treatment is an asset in this role.
  • Demonstrated experience working to provide services in a traumainformed and culturally safe way.
  • Recent experience in program evaluation using multiple approaches, including quantitative data, qualitative data, stories, and developmental evaluation.
  • Experience supervising staff using collaboration and relationshipbased approaches.
  • Successful completion of background screening checks including a criminal record check and education verification.
